The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a CTreasury Officer (Cash and Investments Officer). This position is located in the Office of the Chief Financial Officer, Office of Finance and Treasury (OFT), Asset Management Division. The incumbent is responsible for overseeing managers and staff engaged in daily cash operations and investing the District's up to $3 billion in general and reserve funds. Incumbent is also focused on accomplishing key OFT initiatives.
Duties include, but are not limited to:
Ensuring proper monitoring of District bank accounts, controlling the movement of District monies among bank accounts and monitoring banking institutions and investments for policy compliance
Ensuring appropriate management of the District investments, investment firms and banks
Reviewing/approving the District's list of "Approved Investment Firms", evaluating new firms for inclusion
Preparing reports and analysis for all investment activities
Controlling the issuance and release of all wires drawn on District accounts
Preparing and distributing comprehensive, detailed reports and analysis on the District's cash position and transactions
Preparing analysis and recommendations for updates and improvements to District laws related to cash, banking, and investment policies and procedures
Performing other related duties as assigned
Minimum Qualifications: Six (6) years of progressive experience performing the related duties and responsibilities such as overseeing treasury operations, cash management, bank interfacing, forecasting and investment activities; managing and coordinating the implementation of a treasury workstation, developing and reviewing financial reports; establishing policy and procedures; and experience managing a large group. Certified Treasury Professional (CTP) certification & Bachelor's degree preferred.
