The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.

Qualifications:

Demonstrated research, planning, and organization skills, and demonstrated ability to manage changing and competing priorities under strict timelines while maintaining a high level of attention to detail.

Demonstrated experience in developing, coordinating, and implementing environmental policy and strategic planning documents, procedures, standards, and risk management guidelines.

Demonstrated personnel management skills and experience.

Demonstrated experience in the execution of environmental programs, to include monitoring compliance with federal, state and local regulations.

Sound judgment, problem solving, and decision-making abilities.

Demonstrated experience/knowledge of environmental regulations at the federal, state, and local levels.

Desired Requirements:

A professional credential in an area of expertise, such as Certified Safety Professional, Certified Industrial Hygienist, Hazardous Materials, Certified Health Physicist, Professional Engineer (PE), Project Management Professional certification or approved equivalent(s).

Master's degree in: Environmental Engineering, Environmental Science, Occupational Safety and Health, Industrial Hygiene or a related discipline.

Working knowledge of safety and environmental compliance regulations, consensus standards, building codes, and National Fire Protection Association Codes and Standards.

Strong and effective briefing skills.

Demonstrated ability to develop and maintain working relationships with representative of other IC Agencies as well as state and federal regulators.

Responsibilities:

This is a technical position within the Environmental, Health, and Safety (EHS) Group within the ODNI Facilities & Logistics Office providing specialized engineering oversight and guidance to ODNI project managers, environmental, Health and Safety officers, and in all matters pertaining to Environmental protection. It is fast paced, dynamic, and responds to projects, schedules, and developments often driven by external timelines and it supports all ODNI owned campus locations. The Environmental Protection Specialist (EPS) serves as the Agency Environmental Program Lead ensuring ODNI's oversight, compliance and adherence to all applicable federal, state, and local environmental regulations and directives.

Ensure agency compliance with standard safety laws and codes by conducting routine workplace analyses and by reviewing work efforts as they relate to established programs and protocols.

Promote a pollution-free, sustainable environment by ensuring Agency compliance with Federal, state, and local environmental regulations, laws, and relevant best practices.

Conduct risk assessments of Agency operations and recommends corrective actions, monitors public health and occupational safety.

Prepare and complete all reports, briefings, documents, and submissions in accordance with established guidelines and schedules and ensure timely, accurate and complete information with minimal supervision.

Communicate and present technical information to audiences in a manner that facilitates comprehension and awareness in all audiences, from lowest grade to senior management.

Keep Facilities & Logistics leadership informed per direction and alert leadership to any urgent or mission-critical developments with their potential impact on ODNI safety and operation.

Draft, coordinate, staff, and issue environmental guidance and directives in consultation with the General Counsel and senior ODNI leadership on potential regulatory compliance and enforcement actions.

Manage environmental project planning and both evaluate and document significant projects for environmental impact.

Maintain oversight of Government O&M expenditures and subcontractors' actions for Environmental compliance to include overseeing environmental compliance programs involving hazardous material/waste management, air and water quality, under and above ground storage tank management, pollution prevention, and spill control.

Collaborate with US Government and Intelligence Community counterparts to improve environmental tracking and reporting tools.
