Interested in helping lead a rising OIG as it implements many positive changes? 

You’ll be the Assistant Inspector General for Audit and Evaluation, reporting to the Principal Assistant General for Audit and Evaluation.

You’ll be one of a small group of executives within the OIG for the U.S. Department of Commerce.

You’ll lead multiple teams of auditors, program analysts, and subject matter experts, and be responsible for planning and managing highly complex and sensitive audits.

 

Qualifications:

The application process used to recruit for this position is the Traditional-Method, Therefore, provide separate narrative responses, not to exceed two (2) pages for each of the Executive Core Qualifications (ECQs), not to exceed 10 pages, and under 2 pages for each of the Professional/Technical Qualifications (PTQs). **Current or reinstatement eligible Career SES member or a graduate of an Office of Personnel Management (OPM) approved SES Candidate Development Program (CDP) are not required to address the ECQs.   However, candidates MUST provide separate narrative responses addressing all mandatory PTQs. 

The ECQs and PTQs qualification requirement are detailed below:

A. EXECUTIVE CORE QUALIFICATIONS (ECQs) - The ECQs were designed to assess executive experience and potential, not technical expertise. They measure broad executive skills needed to succeed in any SES position, and consist of the following elements: 

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Leadership Competencies: Creativity and Innovation, External Awareness, Flexibility, Resilience, Strategic Thinking, Vision.
 
ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Leadership Competencies: Conflict Management, Leveraging Diversity, Developing Others, Team Building.
 
ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.  Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, Technical Credibility.
 
ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.  Leadership Competencies: Financial Management, Human Capital Management, Technology Management.
 
ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating.

B. PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) - The PTQs measure technical occupational expertise required by this position. To be creditable, experience must be at the senior level. Resumes and supplemental statements must demonstrate possession of the following:

PTQ #1 - Extensive knowledge and experience in planning and managing complex audits using professional standards to assess the functions of a nationally dispersed agency. Extensive experience developing, reviewing, publishing, and defending findings and results to diverse audiences.

PTQ #2 - Knowledge and experience with Inspector General programs and operations, and leading a geographically-dispersed audit organization, while demonstrably improving employee engagement and satisfaction.

When responding to the PTQs and ECQs, you must clearly show that they possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and PTQs. Examples should be clear and emphasize the applicant’s level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.

Responsibilities:

As the Assistant Inspector General, you will:

  • Serve as a member of OIG's senior management team and be principally responsible for managing highly complex and sensitive audits. 
  • Direct and supervise audit and program analyst staff in carrying out assigned audit responsibilities which include:
  • Conduct financial and performance audits and evaluations using Generally Accepted   Government Auditing Standards (GAGAS);
  •      -  preparing reports on the results of audits and evaluations;
  •      -  resolving audit and evaluation findings;
  •      -  ensuring the efficiency and effectiveness of operations;
  •      -  managing hotline referrals.
  • Provide technical and policy advice on management matters, and audit and evaluation matters to the PAIG and other senior officials including the Inspector General. 
  • Perform the full range of supervisory duties for a staff of auditors, program analysts, and other administrative and technical support staff on a day-to-day basis. 
  • Oversee and monitor the operations of assigned projects by carefully tracking their status and timely addressing issues or problems that arise in the course of audit work. 
  • Recommend changes in project priorities to accomplish audit objectives approved by the Inspector General and the PAIG.
  • Keep abreast of strategic goals and objectives, initiatives, budgetary status, and internal control practices.
  • Resolve highly complex and very sensitive issues that have the potential to undermine the integrity of audits and evaluation reports.
  • Prepare a wide range of highly complex, sophisticated and sensitive audit and evaluation reports.
  • Participate in OIG strategic planning. 
  • Manage a multi-million dollar budget.
  • Contribute to OIG auditing and evaluation policies, guidelines and standard operating procedures.
  • Represent the OIG at Department, Federal government and private sector meetings and conferences.
  • Maintain liaison relationships at the top professional levels in the Department of Commerce and with other government agencies.
  • Provide testimony on audit and evaluation cases as required.
