The Office of the Inspector General (Office) is seeking candidates who are passionate about enhancing public confidence in government, ensuring accountability and promoting the best interests of the people of the Commonwealth in the use of public funds and property. Working in a collaborative and inclusive team environment, the successful candidate will be an integral part of the Policy & Government Division (P&G), which is responsible for reviewing and approving certain public construction methods and land dispositions.

Since its creation as the first state-level inspectors general office in the country, the Office has been at the forefront of promoting effective government and the responsible use of public money and property. The position’s duties include:

  • Assisting the Office to meet its legislative mandates, including reviews of the use of project delivery methods for public construction projects.
  • Performing research and reviews of government programs and operations.
  • Writing research memoranda, public reports, letters and other documents.
  • Analyzing legislation to identify potential fraud, waste and abuse and drafting legislative recommendations.
  • Providing technical assistance to state and local officials.
  • Working collaboratively with a team of professionals, including attorneys, investigators and data analysts.
Qualifications

The successful candidate will have:

  • Knowledge of project delivery methods for large construction projects.
  • Demonstrated ability to evaluate project delivery methods for design and construction projects, such as the construction manager at-risk and design/build delivery methods.
  • At least five years of related work experience, including but not limited to analyzing design and construction projects.
  • Experience analyzing quantitative and qualitative data.
  • Ability to manage multiple projects at one time.
  • Demonstrated ability to analyze, understand and explain complex issues.
  • Strong communication and interpersonal skills.

Other valued experiences and skills include:

  • Extensive knowledge of Massachusetts public design and construction law.
  • Demonstrated ability to review and analyze risks of fraud, waste and abuse and recommend controls.
  • Understanding of real property transactions, appraisals and law.
  • Understanding of environmental laws relating to construction.
  • Knowledge of state or local government agency operations.
  • Ability to review and draft legislation.
  • Professional license or certification in a relevant field, such as engineer, owner’s project manager, architect, construction supervisor or real estate appraiser.
  • Bilingual abilities.

Salary Range:

$80,000-$90,000
