This position is located in the Department of Labor (DOL), Office of Workers’ Compensation Programs (OWCP), Division of Federal Employees' Longshore & Harbor Workers' Compensation (DFELHWC).

Salary posted reflects nationwide locality pay range. Once the selection has been made, the salary will be set per the selectee's home worksite.

Applicants must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level demonstrating an extensive knowledge, expertise, and experience in the field of workers' compensation policies, regulations and processes in order to supervise the processing, adjudication and response of workers' compensation claims and inquiries. Examples of specialized experience include: (MUST MEET MAJORITY OF THE FOLLOWING)
- Receiving, reviewing, examining, developing, preparing, adjudicating, and/or maintaining claims under the Act;
- Identifying and analyzing complex questions of fact or law;
- Determining and providing training needs,
- Providing seasoned policy guidance, assistance, and direction in order to resolve novel or precedent-setting issues, controversial interpretations of the law, and peculiar medical phenomena.
Responsibilities:
- Plans, directs, and administers claims adjudication functions carried out in a Unit within the Adjudicatory and/or District Office; Provides administrative and technical direction, supervision, and assistance to subordinate staff.
- Manages and monitors day-to-day operations and work to ensure programs objectives are being met; Assesses the quality of work performed by staff; Motivates and guides individual staff towards goal accomplishments; Makes recommendations for promotions or reassignments within the Unit; Interviews and participates in the selection of personnel within the unit or for the Adjudicatory and/or District Office.
- Identifies training needs and may participate in training efforts of the Adjudicatory and/or District Office; Determines training needs based on individual and group performance reviews or recommendations submitted by claims staff; Directs and/or oversees on-the-job training activities within the Unit.
- Interprets and Implements OWCP claims processing policies and procedures; Provides seasoned policy guidance, assistance, and direction to subordinate staff in order to resolve novel or precedent-setting issues, controversial interpretations of the law, and peculiar medical phenomena.
- Assists in developing essential policies and procedures on a wide variety of topics for efficient and economical work operations throughout the Office/Unit; Ensures information presented to stakeholders in conferences, meetings, and presentations is accurate and consistent.
- Ensures the integrity of entries in automated systems such as status codes, name entries, address entries, medical condition codes; Utilizes and adapts to new technology, resolves problems, and manages government resources within the assigned Unit.
- Participates as a member of the Adjudicatory and/or District Office management team in planning workload requirements, advising on short- and long-range strategic planning efforts, policy matters, and in administering claims work in the Adjudicatory and/or District Office to ensure the effective accomplishment of critical Program goals.
