Minimum Qualifications of Education and Experience
Master’s degree from an accredited college or university in Health Informatics, Public Health, Computer Science, or closely related field and one (1) year of experience in a similar position as listed in the work functions.
OR
Bachelor’s degree from an accredited college or university in Health Informatics, Public Health, Computer Science, or closely related field and two (2) years of experience in a similar position as listed in the work functions.
OR
A combination of education and experience equivalent to six (6) years of experience in a similar position as listed in the work functions.
Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.
Nature of Work
Under supervision, serves as a health informatics subject matter expert. Performs technical analysis to understand the impact of changes and determines configurations across the system. Plans and oversees the implementation of upgrades, system expansion, interfaces, and maintenance of health information systems including PH-Doc. Serves as Public Health’s data designee.
Examples of Work
- Leads the technical infrastructure, policy implementation and analysis, and systems integrations to meet program goals and objectives. Leads software releases with vendors and ITS staff for installations of beta and general release versions, and equipment upgrades.
- Collaborates with county and state health and human services staff to develop and support informatics and information systems.
- Develops documentation, procedure manuals, creates workflows and communication, and provides training for system users.
- Leads and participates in information system testing and implementation.
- Implements strategies to ensure informatics requirements and best practices are met.
- Designs and implements security protocols that meet the requirements of HIPAA and MN Data Practices law.
- Identifies and enables the use of disparate internal and external data sources to improve organizational processes and performance.
- Supports the department during emergency situations.
- Performs related duties as assigned.
Knowledge, Skills and Abilities Required
- Considerable knowledge of health informatics best practices
- Considerable knowledge of Public Health reporting and data analytics tools, information systems standards, public health data
- Considerable knowledge of Minnesota Government Data Practices and Health Insurance Portability & Accountability Act (HIPAA) compliance.
- Knowledge of Public Health and healthcare systems and practices
- Knowledge of automated software applications
- Knowledge of computer hardware and system development
- Knowledge of budgeting and grant administration principles
- Skill in conducting data analysis
- Skill in the use of computers and technology
- Skill in preparing and presenting complex technical materials clearly and effectively
- Skill in business operations, methods, and practices, including continuous improvement
- Skill to provide technical assistance to system users and community partners
- Ability to collaborate across agencies and programs to meet shared goals
- Ability to prioritize and work independently with minimal supervision
- Ability to recommend and utilize software tools in support of public health data acquisition
- Ability to plan, organize, and prioritize projects, time, and workload assignments
- Ability to establish and maintain effective working relationships with others
