Oneida Total Integrated Enterprises (OTIE) delivers full-service facility and infrastructure engineering design, environmental science, construction management, and munitions response services worldwide, with over 25 years of successful project performance.
OTIE currently has an immediate opening for Full Time Senior Project Controls Analyst in our Ventura, CA office to provide a diverse range of project management, project controls and project financial tasks. The regular schedule will be Monday - Friday working a minimum of 40 hours per week with a requirement to be in the office to interact with our Project Managers (PM) on an as-needed basis. This role also requires liaison and close interaction with our finance and contracts teams.
Responsibilities:
- Assist project managers with various management and financial controls tasks, including but not limited to:
- Support the PM is project financial setup, working with Accounting and Contracts to complete appropriate forms and approvals leading to issuance of a project number
- Develop and support the PM in preparation of intercompany work agreements, execute and shepherd to secure the appropriate approvals
- Prepare project budget and schedule tracking mechanisms; perform regular analysis to determine project status and advise PM to allow for work arounds/corrections
- Support the billing process through invoice development, review and finalization helping the PM with timely issuance within 15 days of month end. Track payment (AR) and support the PM in securing timely receipt of payment.
- Perform data entry, data accuracy checks, electronic file management
- Monitor weekly/monthly financial status
- Project status including financial health and deliverable due dates
- Monitor project forecast, budget, change orders, progress meetings and schedule
- Create weekly reports that capture employee work hours relative to client specifications & provide edits for final delivery to the client
- Track and monitor unbilled costs, charges against cost and revenue budgets
- Work with Financial Teamon various Project tasks, including but not limited to
- Liaise with finance to provide project specific information and support to the overall project financial health
- Extract project monthly accounting information from Engineering Cost Accounting software (BST a plus, not required) for inclusion in monthly financial tracking reports
- Prepare and confirm quality invoice packages within Accounts Receivable
- Verify invoice accuracy against approved contracts
- Track invoice payment schedule working with the PM to resolve client payment issues
- Communicate and coordinate with Accounts Payable
- Work with Contracts and Purchasing Teamon various Project tasks, including but not limited to
- Review financials for accuracy between external subcontractor invoices and internal office labor, field labor, and other direct charges
- Procure or assist with vendor/subcontractor procurement, contracts, and invoices
- On all tasks and actions impacting Project Management and Project Controls

Education:
- 8 or more years of progressive experience functioning in a financial support capacity to engineering projects is required, preferably with civil engineering or environmental services firms.
- Certification as a Project Management Professional preferred
- Bachelors Degree in business, finance, communication or science related discipline or equivalent experience is preferred.
