This request is issued from the Health and Human Service Delivery Center within the Commonwealth of Pennsylvania’s Office of Administration, Office of Information Technology.
BACKGROUND/PROBLEM STATEMENT
Contract support is needed to augment software development and technical support performed by Commonwealth staff for the Pennsylvania Laboratory Information Management System (PALIMS), the Laboratory Certification Application, iConnect Laboratory Web Portal integration, and Laboratory instrument interfaces.
OVERSITE/CONTRACTOR MONITORING
The Human Service IT Delivery Center (HHSDC), Division of Solutions Management will oversee the work assignment.
INCURRING COSTS
The PA Department of Health (DOH) and HHSDC are not responsible for any costs or expenses incurred by the contractor that are not specified in the engagement.
RESOURCES
The contractor will be permitted to telework from home; however, office space for the contractor will be provided at 2525 North Seventh Street, Harrisburg PA 17110. In addition, the contractor will be supplied with all necessary hardware, software, network connection, phone, and fax for daily use as needed to complete assigned work items.

OBJECTIVES OF ENGAGEMENT
The primary objectives of this engagement are to provide software development services, operational support, and software build and release services for systems support the Bureau of Laboratories (BOL). The engagement may also include software development and operational support activities related to other interfaces and systems supported by the NEDSS Support team.
The objectives of this engagement are:
- Serve as software developer and technical support specialist for PALIMS and other BOL systems supported by the NEDSS Support team.
- Assist BOL and the NEDSS Support team with the iConnect Laboratory Web portal integration project.
- Assist BOL and the NEDSS Support team with upgrades and improvements to the existing Laboratory Certification Application.
- Assist BOL and the NEDSS Support team with the transition from PALIMS to a new LIMS.
- Confer with various technical teams and customer representatives to ensure solutions conform to customer and technical support specifications.
- Create and maintain technical process and system documentation as needed.
- Maintain technical skills and knowledge required to support DOH systems.
- Ensure deliverable compliance with all Commonwealth, DOH, and HHSDC standards and procedures.
OPERATIONAL REQUIREMENTS
The selected contractor must be familiar with a variety of the IT technologies, methodologies and rely on experience and judgment to plan and accomplish goals. They will have proven experience in software development and design, and experience with a variety of old and new Microsoft software technologies. They will work with the BOL, the NEDSS Support team, and a variety of other Health & Human Services Delivery Center teams to define needs, analyze problems, recommend solutions, and provide the technical support required to maintain consistent, quality level service.
This position is responsible for performing all roles/duties defined in the standard Architect (AR1) Job description.
In addition, specific work items for the contractor are:
RESPONSIBILITIES:
- Maintain and support PALIMS and other interfaces and systems used by the BOL through the following daily activities: system error monitoring and resolution, system code fixes, data fixes, and data validation.
- Troubleshoot performance issues at the server, applications, and database levels.
- Develop new and modified software code per business requirements that conforms to Commonwealth and HHSDC best practices and standards.
- Assist in all software build and release activities for the PALIMS system, Laboratory Certification System, Laboratory Web Portal integration, and other interfaces and systems used by the BOL.
- Assist in technical support activities related to the transition from the PALIMS system to a new LIMS.
- Assist in creating and maintaining technical documentation that conforms to Commonwealth and HHSDC best practices and standards.
- Adhere to the Software Development Life Cycle (SDLC) established by HHSDC.
- Utilize Azure DevOps for SDLC workflow and software code repository.
- Provide status reporting conforming to intervals and standards mandated by the Applications Developer Administrator.
- Complete weekly timesheet reporting in Vector VMS by COB Friday.

- State, Federal, and Local government experience is highly desired.
- Bachelor’s degree with a major in a relevant field is highly desired.
