This contractor role leads and manages the ongoing implementation and continuing development of the MyOMHSAS enterprise learning management system (eLMS). The incumbent must have the education and experience to oversee both project management and technical development of an eLMS. This work requires knowledge of eLMS related software including, but not limited to Moodle, SCORM, AICC, Storyline, Captivate, Articulate, Presenter, Photoshop, and similar technologies. This position requires the education and experience to oversee and actively engage in project management, curriculum development, and instructional design elements of an eLMS.
The contractor in this position reports to OMHSAS staff and entails highly independent professional work that involves the identification, coordination, and implementation of adult learning content and resources delivered via the MyOMHSAS platform. The contractor’s primary responsibilities will be to provide highest level senior technical and programmatic support to OMHSAS staff responsible for overseeing the implementation and ongoing maintenance of MyOMHSAS. This system is hosted by the University of Massachusetts, Chan Medical School (UMass). The MyOMHSAS platform uses existing architecture developed by UMass for the Office of Developmental Programs (ODP) for its eLMS referred to as MyODP and is based on Moodle framework.
The incumbent must have proven leadership and project management experience in conjunction with knowledge of and experience implementing adult learning interventions using the analyze, develop, design, implement, and evaluate (ADDIE) model of adult learning and curriculum development. Work will be assigned by the appropriate OMHSAS manager, performed independently with initiative and in cooperation and coordination with subject matter experts (SME) and stakeholders, and reviewed upon completion. This position also provides senior technical support and mentoring for other team members including OMHSAS staff from a variety of bureaus and program areas.
EXMPLES OF JOB DUTIES
Specific tasks for the contractor are:
• Manages relationships with UMass and ODP to support ongoing development of the MyOMHSAS resource.
• Partners with UMass to manage the day-to-day administration of all system needs, including, but not limited to content updates and bug/enhancement solutioning.
• Works with internal partners and external vendors to maintain and improve training content and resources to align with OMHSAS needs.
• Creates and manages the overall course structure and sets up courses utilizing instructional design techniques/modalities to ensure maximum learner retention and training content provided through MyOMHSAS in coordination with subject matter experts (SME).
• Provides project management for course development, coordinating the ongoing expansion and enhancement of MyOMHSAS in partnership with OMHSAS staff and external SMEs including contracted vendors, service providers, and educational institutions.
• Builds customized certifications related to training content and course offerings.
• Creates and conducts assessments and evaluations for MyOMHSAS course offerings, including soliciting feedback from learners, stakeholders, SMEs, and OMHSAS staff.
• Monitors trends to identify opportunities for improvement and makes recommendations that can be initiated for improved outcomes.
• Provides reports on MyOMHSAS usage to OMHSAS management staff.
• Effectively communicates verbally and in writing with all stakeholders.
• Responds promptly and accurately to inquiries regarding program or project information.
• Creates user guides, promotional materials, and other resources related to MyOMHSAS and its training catalog to increase awareness of the resource and ensure targeted stakeholders have knowledge of appropriate trainings.
• Creates and manages the overall course structure and sets up courses utilizing instructional design techniques/modalities to ensure maximum learner retention and training content provided by OMHSAS or SMEs.
DELIVERABLES
Specific deliverables for the contractor are:
• Implement the ADDIE model of adult learning content development though both synchronous and asynchronous online training modalities – analyze, design, develop, implement, and evaluate.
• Conduct needs assessments in collaboration with program office representatives across OMHSAS and other DHS offices, including internal and external subject-matter-experts and stakeholders.
• Organize and lead planning sessions that identify suitable training and development approaches, including types of learning and conditions of learning, to suitably address training and learning gaps identified by assessment efforts.
• Identify low-cost/no-cost solutions available through existing and emerging stakeholder partnerships (i.e. UPenn, Drexel, Temple, E4 Center, etc.) that can meet OMHSAS needs, or determine whether specific content must be developed to meet the identified needs.
• Design and develop interactive e-learning content using Articulate360 and similar software for initial pilot delivery and revision in conjunction with deployment to the MyOMHSAS platform that relies on a Moodle framework, while soliciting and incorporating feedback from the program office, subject matter experts, and other stakeholders.
• Ensure content meets or exceeds DHS/OMHSAS diversity, equity, and inclusion (DEI) principles and guidelines established by the DHS Learning Governance Committee, and work with stakeholders to revise or adjust content to promote DEI approaches reflective of belonging and inclusivity.
• Coordinate testing and implementation of e-learning modules (SCORM) in conjunction with UMass to deploy content to the production e-learning environment.
• Employ the Kirkpatrick model of curriculum evaluation to measure and analyze the efficacy of training content and to assess short-term and long-term results (return on investment) of training content – Level 1 (reaction), Level 2 (learning), Level 3 (behavior), and Level 4 (results).
• Periodically report assessment and evaluation results to inform OMHSAS of emerging needs, trends, patterns, and other information that serves to maintain awareness of current and future e-learning needs.
CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS
The contractor in this role must have the education and experience to oversee both project management and technical development of an eLMS. Leading and managing the ongoing development of MyOMHSAS and its training and resource offerings requires knowledge and understanding of eLMS-related software and platform resources including but not limited to Moodle, SCORM, AICC, Storyline, Captivate, Articulate, Presenter, Photoshop, and similar technologies.
The incumbent must have proven leadership and project management experience in conjunction with knowledge of and experience implementing adult learning interventions using the analyze, develop, design, implement, and evaluate (ADDIE) model of adult learning curriculum development. Work will be assigned by the appropriate OMHSAS manager, performed independently with initiative and in cooperation and coordination with subject matter experts (SME) and stakeholders, and reviewed upon completion. This position also provides senior technical support and mentoring for other team members including OMHSAS staff from a variety of bureaus and program areas.
The vendor will supply a consultant who does not require training and who has experience with the referenced human resource development interventions and technologies. The consultant, and vendor, must be able to exchange information constructively among all levels of DHS and OMHSAS stakeholders from executive management to end-users.
Specific skills and experience include:
• A master’s degree with post-secondary education instruction experience or corporate training experience is strongly preferred, with additional education and experience to related to project management, adult learning principles and interventions, and technical enhancement of an asynchronous online eLMS platform.
• Familiarity with public administration and delivery of mental health or human services.
• Understanding of modern web development practices such as user interface accessibility, compliance with Americans with Disabilities Act (ADA), Commonwealth of Pennsylvania (CWOPA) requirements related to web security and procedures, and diversity, equity, and inclusion (DEI) principles that result in efficient, compliant, and effective user experiences.
• Excellent oral and written communication skills.
• Passion for instructional design, curriculum development, positive user experiences, and outstanding customer service.
• Understanding of adult learning principles including the ADDIE model of adult learning curriculum development.
• Effective negotiation and coordination skills when collaborating with stakeholders and SMEs to identify learning needs, explore appropriate learning interventions, and develop learning solutions that meet DHS/OMHSAS needs.
OVERSIGHT / CONTRACTOR MONITORING
The OMHSAS Bureau of Policy, Planning, and Program Development (BPPPD) will oversee the work assignment.
