The CRA (Community Reinvestment Act) Officer is responsible for developing and managing the Bank’s CRA Program to achieve successful compliance with CRA regulatory requirements of a large bank. Develops strategic plans; conducts self-assessments; oversees the proper collection of loan data, charitable grants and volunteer service activities; and participates in due diligence for CRA qualified investments. Provides recommendations to address any deficiencies in the Bank’s performance and is responsible for all regulatory data submissions. Serves as a subject matter expert on CRA to all employees. Oversees all aspects of regulatory audits and examinations.
RESPONSIBILITIES
- Manage implementation and oversight of Bank’s CRA Program and provide enhancements to processes and procedures to ensure compliance with CRA large bank requirements.
- Develop CRA Plans consistent with Bank goals and strategies.
- Monitor CRA performance and provide recommendations to address deficiencies as warranted.
- Develop and facilitate CRA related training, or delegate to staff as appropriate.
- Oversee Bank’s participation in community programs including those available through FHLBSF.
- Advises Senior Management of CRA risks or considerations in the development of new or revised products and services for the Bank.
- Prepare self-assessments to measure Bank’s CRA performance against Plan goals.
- Create, maintain and deliver actionable intelligence regarding CRA on a monthly, quarterly and annual basis to tract performance to Bank benchmarks.
- Prepare analysis of branch consolidations, openings and closings including impacts to LMI individuals and neighborhoods.
- Participate in development and negotiation of strategic CRA partnerships including those related to investment and grant opportunities.
- Serve as representative of the Bank at meetings or community events.
- Maintain a working knowledge of CRA laws and regulations.
- Attend conferences, workshops, seminars.
QUALIFICATIONS
- 7 years of experience in CRA compliance required.
- 3 prior years supervisory/leadership experience required
- Knowledge about regulatory requirements of CRA for a large institution required.
- Experience managing regulatory examinations required.
- Strong analytical, verbal and communication skills required.
- Proficiency with Microsoft Office – (Outlook, Word, Excel, and Power Point).
- Experience with CRA Wiz software required.
A reasonable, good faith estimate of the minimum and maximum base salary or pay for this position is $161,283.00 to $215,000.00. Actual compensation will vary based on various factors including but not limited to location, experience, and performance. A discretionary bonus and/or business line incentive may be provided, in addition to a medical and other benefits, dependent on the position.
