The Fiscal and Budget Services Section within Business Oregon is currently hiring a Permanent, Accountant 3 (Senior Accountant) position. The Fiscal and Budget Services Section provides financial and budgetary services for the department. As a Senior Accountant at Business Oregon, you will apply advanced accounting theory and accounting skills to develop and implement agency or statewide accounting policies, procedures, and systems; ensure integrity, accuracy, and control of data; and control the expenditure of funds. Senior Accountants primary duties include: Design and maintenance of complex accounting systems. Creation of biennial agency accounting structures. Preparation of the Annual Comprehensive Financial Report (ACFR), note disclosures and Schedule of Expenditures of Federal Awards (SEFA) reports submitted for inclusion in the State of Oregon ACFR and Statewide Single Audit. Serving as the primary accountant for all agency bonds issued, ensuring compliance with state, federal laws, rules, and regulations. Manage arbitrage compliance activities for department’s lottery, revenue, and general obligation bonds Note: This position reports to the Salem Business Oregon office or may opt to work remote/hybrid upon manager approval. As an Accountant 3, you will: Perform complex accounting assignments or projects, reviewing the work of others for adequacy, methods, and conformance with Generally Accepted Accounting Principles, governing rules and agency policies. Ensure the completeness and accuracy of the annual financial reporting requirements for a complex agency including financial statements, disclosure, narrative documentation, and interpretation. Maintain accounting controls and the prepare prescribed reports. Resolve the most difficult and unusual accounting problems and insures system adaptations and corrections as necessary. Serve and be the as the primary auditor and resource for employee travel reimbursements, contract payments, Brownfields, other program areas disbursements along with R*stars reporting and agency policy related to accounting system. Adapt statewide financial management systems to accommodate special and complex agency accounting needs and to comply with changing generally accepted accounting principles, federal, state, and other external requirements. Generate and analyze custom reports. Present and interpret information within the agency and with external partners. Collaborate with accounting and program management staff in decision and policy making sessions. Identify ways of using accounting data for management purposes and encourage a greater use of accounting information. Assure the preparation of responses to audit reports. Present and defend accounting policies, procedures, or systems to auditors or other external officials. The ideal candidate will possess the following skills: Extensive knowledge of governmental or fund accounting including sources of funds, segregation and display of expenditures and revenues, budgetary accounting. Experience with process improvement, policies and procedures, and internal fiscal controls within an accounting unit. Skill preparing and reviewing accounting transactions to ensure conformance with generally accepted accounting principles. Skill applying audit standards to set up, monitor, and modify internal procedures. Experience developing financial queries with business intelligence applications; preference may be given to applicants experienced with Oracle Business Enterprise Edition (OBIEE) and the State’s datamart. Experience with, or knowledge of, State of Oregon software or other financial management software systems, such as Oregon Budget Information Tracking System (ORBITS) or Relational Statewide Accounting and/or Reporting System (R*Stars). Skill preparing and interpreting financial statements and other financial reports. Skill analyzing accounting information and systems to prevent, detect, and correct errors. What you need to qualify: Possession of a Certified Public Accountant or Certified Government Financial Manager certificate AND three years of accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and assuring the proper functioning and accountability of fiscal operations: OR A Bachelor’s degree in Accounting or in any discipline that includes or is supplemented by 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND three years of related accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and ensuring the proper functioning and accountability of fiscal operations; OR 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND five years of related accounting experience to include a) classifying, analyzing, and reconciling complex financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing audited financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing and interpreting complex accounts and account relationships resulting in accounting entries. 15 quarter (10 semester) graduate-level accounting credit hours may substitute for one year of the accounting experience. Graduate-level courses used to satisfy the educational requirement may not be used to satisfy the experience requirement. What Business Oregon does: Oregon Business Development Department (Business Oregon) employs approximately 135 employees who carry out the agency mission, "Business Oregon invests in Oregon businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy." The Operations and Finance Division serves every part of the department and includes all central administrative services; it also includes the Business and Public Finance programs. The Operations sections include: Employee Services; Fiscal and Budget Services; Technology Services; and Policy, Rules, Audits, and Contracts. The Fiscal & Budget Services (FABS) is comprised of eleven positions. The section provides accounting and budget services for the agency. FABS is responsible for the oversight & management of the department’s $1 billion budget. FABS also ensures compliance with all legal & reporting requirements related to budget, accounting and payroll. It supports all other sections in the department in delivering services to Oregon companies, business and industry groups, and communities. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account.
