The
Oregon Business Development Department dba Business Oregon
is currently hiring one full-time Permanent and one full-time Limited Duration Accounting Technician within the Fiscal & Budget Services (FABS). We will consider job rotation opportunities for both positions with your current supervisor’s advance approval.

What you will do!
As an Accounting Technician, you will:
  • Apply generally accepted accounting methods and controls to ensure timely and accurate posting of expenditures and revenues.
  • Analyze payable claims including invoices, leases, purchases, and other claims
  • Create transactions and maintain accounts payable information in the State Financial Management Application (SFMA).
  • Process credit card transactions, perform daily balancing, and reconcile transactions to Treasury bank statements; reconcile and monitor SPOTS transactions in SFMA
  • Examine for accuracy, propriety and reasonableness and balance monthly revenues and expenditures, subsidiary and control accounts, collections, inventory and other financial information having interrelated accounts
  • Review and process accounts receivable, payable, travel expenses that are contested or complicated (e.g., long term out of state travel), financial contracts, pre- and post-audit billings and payments; reviews documentation to determine dollars owed to vendors or that the state is eligible to receive.
  • Process transactions including adjustments and biennial closing entries
  • Prepare financial and statistical reports such as statements of cash receipts and disbursements, accounts payable and receivable, supporting schedules, profit and loss, and other detail and summary reports pertinent to operation of the financial entity.
  • Communicate and coordinate accounting policies, practices and procedures with department, state and federal officials, vendors or the public
The ideal candidate will possess the following skills:
  • Extensive knowledge of bookkeeping principles, practices, and procedures
  • Knowledge of governmental accounting policies, procedures, and operations
  • Experience applying accounting methods and procedures
  • Experience applying rules, policies, and procedures to work assignments
  • Experience tracking errors and resolving discrepancies in accounting records
  • Experience developing financial queries with business intelligence applications; preference may be given to applicants experienced with Oracle Business Enterprise Edition (OBIEE) and the State’s Datamart.
  • Preferred Experience with, or knowledge of, State of Oregon software or other financial management software systems, such as that State’s Relational Statewide Accounting and/or Reporting System (R*Stars).
  • Ability to work collaboratively and communicate effectively with diverse individuals/groups.
  • Experience providing excellent customer service and building relationships with both internal and external customers.

What you need to qualify;

Two years of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits; OR
One year of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits AND at least 43 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 9 quarter (6 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2; OR
At least 94 quarter (62 semester) credit hours or an associate degree from an accredited college, university, or vocational-technical school that includes 12 quarter (8 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2 and may include any additional accounting courses with “accounting” in the title.
Training or experience must include using a computer to enter, update, or retrieve information.
To receive credit for required courses, you may be requested to submit a photocopy of transcripts. Agencies may specify additional qualifications depending on the individual job requirements.

What Business Oregon does
Oregon Business Development Department (Business Oregon) employs approximately 135 employees who carry out the agency mission, "Business Oregon invests in Oregon businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy." The Operations and Finance Division serves every part of the department and includes all central administrative services; it also includes the Business and Public Finance programs. The Operations sections include: Employee Services; Fiscal and Budget Services; Technology Services; and Policy, Rules, Audits, and Contracts.
The Fiscal & Budget Services (FABS) is comprised of twelve positions. The section provides accounting and budget services for the agency. FABS is responsible for the oversight & management of the department’s $1 billion budget. FABS also ensures compliance with all legal & reporting requirements related to budget, accounting and payroll. It supports all other sections in the department in delivering services to Oregon companies, business and industry groups, and communities.

This will mirror the bargained SEIU and AFSCME PERS process.
