The Oregon Business Development Department dba Business Oregon is currently hiring multiple full time permanent Finance Officers (Loan Specialist 3) in various locations including Salem, Portland, Eugene and Eastern Oregon. What you will do: Administers and markets the department’s finance programs. These programs include administering the Oregon Business Development Fund, Entrepreneurial Development Loan Fund, Oregon Royalty Fund, Capital Access Program, Credit Enhancement Fund, Industrial Development Bonds and more. Builds and maintains contacts with small business customer bases including banks, credit unions, economic development districts, cities, counties, small business development centers, economic development organizations, department staff, and State and federal agencies. Provides technical assistance to applicants and department staff on financial matters and program eligibility. Analyzes requests for financial assistance and structure of financing proposals that will be most feasible and beneficial to the applicant and the community. Participate in the development of administrative rules, legislative concepts, program and policy development, marketing materials and preparation of state and federal reports. Manages cash flow and fund balances and keeps records of concepts, applications, and awards for assigned programs. Advises senior department management and provides staffing and support for other department financing activities. Support an assigned region of the state (e.g., Portland MSA, Mid-Valley, South Valley, Oregon Coast, Central Oregon, Southern Oregon, Eastern Oregon) with frequent travel within the assigned region and to meetings within the state that may require overnight stay. The ideal candidate will possess a combination of some or all of the following skills: Commercial & industrial credit/financial analysis. Experience understanding commercial & industrial credit/financial analysis, business finance programs, private lending, and generally accepted accounting principles. Commercial, & industrial financial skills. Experience with commercial, & industrial financials, as well as credit analysis; private lending; federal, state and local public lending programs; generally accepted accounting principles; and making sound and prudent credit recommendations. Working independently. For commercial, & industrial projects seeking financing: determine project eligibility based on program requirements; reviewing financial statements; preparing sound and prudent credit risk analysis; presenting loan requests to department Managers and the Finance Committee; reviewing loan documents to reflect all loan approval terms and conditions; ensure securing collateral throughout the life of the loan; processing modifications; working out troubled loans; and, pursuing collections and recoveries as necessary. Private commercial, industrial equipment and real estate. Work with private equipment, and real estate credit financing programs including knowledge and understanding of local, state and federal government statutes, rules and regulations specific to the financial services industry. Commercial & industrial financial skills. Experience with analysis, research, marketing, networking, training, written communication, and verbal communication, including making presentations to groups of various sizes and acumen. Work with department heads and elected officials. As well as CEOs and CFOs of firms, accountants, lawyers, Oregon State Treasury, bank and credit union lenders and credit administrators, economic development organizations and other professionals as appropriate on a daily basis. Financing programs. Experience with commercial, & industrial financing programs including secondary/higher risk lending, subordinate lending, private activity bonds, revenue bonds, tax credits, and financial incentives. Computer software. Experience, knowledge, and ability using computer software spreadsheet and financial analysis programs such as Word, Excel, and Loan Ledger or other loan or lending software. What you need to qualify: A Bachelor's degree in Business Administration, Economic, Finance, Accounting, or related field AND three years experience analyzing and underwriting residential, commercial, or public sector loans; or three years experience in economic or community development, project development, or as a business finance officer; OR A Bachelor's degree in other fields with an MBA, MPA, or MA in Management with an emphasis in general accounting, cost accounting, financial accounting, financial reporting, financial intermediation, finance, or marketing AND two years experience at the level of a business finance officer or senior loan officer; OR Any combination of experience and education deemed acceptable for satisfactory job performance to the appointing authority.
