The Oregon Department of Education, Early Learning Division is excited to announce a permanent opening for a Coordinated Enrollment Specialist (Operations & Policy Analyst 2). The Early Learning Division is in the process of becoming the Department of Early Learning and Care, a new agency that will elevate the State’s focus on birth-five programs and child care across Oregon. This position will play a critical role in the development of the Early Learning Division as its own state agency. This position will have a hybrid schedule of working both remotely and in the Salem office.

Early Learning Division
– a Division that prides itself on enabling Oregon's young children and families to learn and thrive. The Division is responsible for overseeing the state’s Head Start, Pre-Kindergarten, and Relief Nurseries programs, among others; and licensing Oregon’s early learning and child care providers.

What you will do:
The Coordinated Enrollment Specialist will support the vision and goals of the State’s Coordinated Enrollment implementation plan. Coordinated enrollment supports families to make an informed choice about the care and education of their child by simplifying the process of accessing and enrolling in publicly-funded programs. This position provides support to the Early Learning Hubs and other state partners through a focus on data analysis, training development and implementation, and program administration analysis and planning. Using data, the Coordinated Enrollment Specialist will support the Coordinated Enrollment Manager to identify the gaps between services and programming provided and family needs and preferences. They will also develop both trainings and strategies that work to close those gaps.
In addition to supporting the Coordinated Enrollment system, this position is responsible for development and implementation of various reporting tools, toolkits, technical assistance, and coaching to support grant deliverables. When necessary, this position will work with the grants management team to ensure requirements are monitored. This position will also lead efforts to facilitate collaboration between Early Learning Hubs, Child Care Resource & Referral agencies, program providers, community groups, and other partners to expand and refine the Coordinated Enrollment approach in Oregon.

What we are looking for:
  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical, and planning work.
    OR;
  • Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification
In addition, we are looking for applicants that have the following Desired Attributes:
  • Experience working directly with families in the Oregon early learning and child care system (or a similar state system), and an understanding of Oregon’s mixed delivery system
  • Commitment to co-creating a strong, healthy multicultural work environment

  • Commitment to incorporating community and family feedback into state programs
  • Experience coaching staff and/or organizations to analyze, interpret and present data to a wide range of audiences

  • Experience using human-centered design and systems thinking
