We are seeking an OESO Operations and Policy Analyst (Operations and Policy Analyst 4). This position is in our Office of Enhancing Student Opportunities (OESO), Resource Management & Operations Team with the Oregon Department of Education. This is a limited-duration position scheduled to end June 30, 2023, however they may be extended pending funding. This position is ideal for those seeking more work/life balance with the ability to work a hybrid of both office and remote work environments. What you will do! The OESO Operations and Policy Analyst conduct research and evaluation, recommend and develop systems and policies, and lead statewide project initiatives and/or tasks in an effort to both maintain and improve the overall efficiency and effectiveness of the agency’s special education operations, processes, and/or systems and to ensure a high degree of accountability and stewardship of statewide resources and the programs/service in which those resource support. Typical duties include: Operational Research & Evaluation: Translate state and federal legislation affecting special education, processes and/or systems into goals, action and operation/project plans. Write reports outlining the impact of state and/or federal legislative changes on special education operations, processes and/or systems. Perform studies and reviews, as directed, on special education policies, processes, and/or statutes to determine where there are opportunities to improve efficiencies and where changes/enhancements may be implemented in creating effective use of resources and statewide program delivery. Recommend project plans or designs for process improvement and efficiencies in current special education processes. Develop, lead, manage, and execute approved process improvement plans designed to create efficiency and effectiveness in the administration of statewide special education operations. Develop and execute agency training plans that enable staff and external partners to successfully apply fiscal and administrative policies, processes, and/or procedures. Policy Analysis Formulate policy and design special education processes and/or systems to support statewide and/or legislative fiscal policy direction. Provide consultation and advice to agency management on policy option variations that affect statewide programs and the special education operations that support these programs. Write or revise special education policy to mitigate operational risk to agency and ensures accountability in the delivery of statewide resources. Evaluate statutes, operating procedures, legislative and executive intent to ensure adherence. Work with program offices, other state and federal agencies, and external partners to gain agreement or solving disputes to supporting policy initiatives Represent ODE, and communicate policy direction to Agency leadership, before boards and commissions of other agencies and before the state Legislature. Project Management: Plan improvement projects related to special education operations, processes, and/or systems that affect the agency’s network of statewide partners including resources needed and develop clear and understandable timelines and milestone. Manage the various tasks outlined in the project plan and coordinate participation and engagement with partners Develop, monitor and track budget on authorized improvement projects. Identify potential risks and difficulties of implementing improvement projects and design strategies to mitigate or avoid risks. As needed, manage and administer project contracts, including the monitoring and evaluation of contractor performance. A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five (5) years professional-level evaluative, analytical and planning work OR; any combination of experience and education equivalent to eight (8) years of professional-level evaluative, analytical and planning work experience.
