In 2018, voters approved the Metro Affordable housing bond which promises to add 3,900 new affordable housing units in partnership with seven jurisdictional and housing authority partners. Upon completion, between 9,000 and 15,000 people will have a safe and affordable place to call home and thousands more over time. In May of 2020, voters approved Measure 26-210 known as Metro Supportive Housing to fund services for people experiencing or at extreme risk of homelessness.
 
Thanks to voters, Metro now partners with ClackamasMultnomah and Washington counties to reduce homelessness through services that help people find and keep safe and stable home. Goals for the 10-year program are to connect 5,000 chronically homeless households with supportive housing and stabilize 10,000 households at risk of or experiencing homelessness in permanent housing.
 
Housing insecurity and homelessness impact Black, Indigenous and People of Color (BIPOC) at disproportionately higher rates compared to white communities. Addressing homelessness and housing insecurity requires intentional efforts to address racial disparities and policies that continue to cause harm to BIPOC communities. Metro’s Housing Department is hiring for a Program Coordinator II. In this role you will be a key member of the Regional Capacity team by providing essential support on various projects that directly impact our communities. We are seeking a seasoned professional who thrives on keeping large-scale projects moving forward seamlessly. The first priorities for the Regional Capacity team will include crafting innovative programming for technical assistance to organizing dynamic events like regional workshops and jobs fairs, you’ll play a pivotal role in shaping the future of our region. As a Program Coordinator II you will
  • Serve as the primary support for Regional Capacity Manager and Program Managers, adeptly navigating research, analysis, and coordination.
  • Co-develop and refine administrative and operating procedures for systems that are integral to the efficient operation of our program, including comprehensive manuals, forms, and handbooks.
  • Contribute to the strategic framework by assisting in the development of program goals, policies, processes, and guidelines.
  • Provide expertise on coordinating projects, addressing challenges, and proposing innovative solutions to enhance operational efficiency.
  • Support Program Managers in the intricacies of preparing and managing solicitations, grantmaking and contracting ensuring compliance and accuracy throughout.
  • Oversee the preparation and maintenance of administrative documentation, including solicitations, program agreements, contracts.  
  • Play a key role in orchestrating the development and implementation of event planning for conferences, jobs fairs and more.
  • Facilitate the planning and implementation for the convening of trainings for direct service workers.
  • Stay in tune with industry trends through diligent research, reporting and recommendations on national best practices on housing and homelessness systems enhancements.
  • Serve as the steward for documenting program activity costs, progress, outcomes, and assist in program evaluations. Provide your strategic insights for continuous improvements. 
  • Engage and develop relationships with internal and external stakeholders.

TO QUALIFY

  • Three years of relevant experience and 
  • Bachelor’s degree in the program area of specialty; or
  • Any combination of education and experience that provides the necessary knowledge, skills and abilities to perform the classification duties and responsibilities (Example could be Associate degree and five years of experience)
Working environment/schedule: This role offers flexibility with a hybrid work arrangement, allowing remote work while requiring periodic in-office presence based on departmental needs.

Your transferable skills are any skills you have gained through education, work experience, including the military, or life experience that are relevant for this position. 
  •  Lived experience in housing instability, homelessness, or other institutional marginalization and/or working with people experiencing homelessness. 
  • Direct experience working with Black, Indigenous and people of color (BIPOC) communities and other historically marginalized communities. 
  • Experience in the nonprofit or government sectors. 
COMPENSATION AND REPRESENTATION
Based on the Oregon Pay Equity Act requirements, Metro’s internal equity review process, and the candidates’ qualifications, the appointment will typically be made between $78,728.00 – $86,860.80 annually. The full-salary range for this position is $78,728.00 - $105,580.80 annually.

This position is not eligible for overtime and is represented by AFSCME union. It is classified as a Program Coordinator II. Classification descriptions are typically written broadly and do not include the specific duties and responsibilities of the positions.
