Overview:
We are seeking a Grants Specialist to assist with managing all fiscal aspects of discretionary grants for a federal agency, to include but not limited to analyzing and completing administrative activities related to funding applications and award processes; reviewing/auditing recipient financial status reports (SF-425) for accuracy and fiscal compliance; monitoring fiscal compliance; and performing grant closeout tasks.
Key Responsibilities/Duties:
Assist in maintaining funding plans, and prepare Funding Guidance Letters (FGLs)
Review grant applications approved for funding for accuracy and completeness.
Expert ability to utilize government systems, such as the Head Start Enterprise System (HSES), Grant Solutions (GS), Application Analysis Tool (AAT), and Payment Management System (PMS) for financial management
Track receipt of Real Property (SF-429) and Tangible Personal Property (SF-428) and ensure documents are uploaded into Office of Head Start (OHS) data systems.
Evaluate, track, resolve applications that include purchase, construction, and/or major renovations of facilities.
Review recipient status reports and validate non-federal share, administrative cap, indirect costs and reconcile to PMS to ensure Federal funds are being utilized in a timely and accurate manner.
Based on statutes, legislation, regulations, and directives, analyze and track to resolution audit reports, findings, revenue vs expenditures, depreciation, debt collection.
Prepare/transmit official audit findings letter and prepare delinquency letters to recipients not in compliance with required audit timelines.
Perform closeouts of project period grants including designated renewal system (DRS) and terminated grants.
Collect, aggregate, enter and update data maintained in various databases, spreadsheets, and internet-based applications.
Conduct both basic and complex data analysis to produce management information reports, written analytical reports and documents based on data analysis.
Produce standardized document templates, mail merges files and other correspondence, and prepare and disseminate both individual and mass correspondence for distribution to grantees.
Develop plans and reports and maintain official records.
Design and produce various management information reports and generate reports on a periodic, cyclical, or ad hoc basis as requested by the Regional Office.
Provide public accounting guidance and support in resolving recipient audit findings, interfacing with recipient financial staff and government audit personnel.
Education/Experience:
A minimum of a BA or BS degree in a field related to task activities from an accredited university or college with a preference for a degree in accounting, business management, or a related field.
Five to seven years of progressive professional experience related to the task activities including federal discretionary grants management, non-profit or for-profit financial management, and regulatory compliance monitoring and oversight.
Experience utilizing the Audit Resolution and Tracking Management System (ARTMS), Uniform Financial Management system (UFMS), Property management Tracking System (PTMS) and Online Data Collection System (OLDC)
Demonstrated experience in providing subject matter expertise related to regulatory compliance with federal financial management regulations including the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
Demonstrated ability to communicate clearly, both orally and in writing, and produce high quality written products such as memoranda, presentations, and correspondence.
