Job Summary
The Chief Building Official position is responsible for the overall performance of the Building Inspection Department, including, but not limited to, consistent administration and enforcement of building codes, standards and county regulations and management of staff.
Essential Knowledge, Abilities and Skills, Education
· State of Ohio Class I (Building Official Certification);
· State of Ohio Class III (Building Inspector Certification);
· ESI (Electrical Safety Inspector);
· Proven administrative experience in a Building Inspection Department;
· Ability to: communicate effectively, both verbally and in writing;
· Develop and maintain effective relationships with associates and the general public;
· Must be able to work with confidential information;
· Must possess valid Ohio driver’s license
Essential Functions of the Position
1. Supervises plan approval of all residential and non-residential construction including one, two and three dwelling unit residential projects that are submitted for building permits. Refers plans to engineering and architectural consultants for professional advice and approval as needed.
2. Reviews inspections and documentation of inspections performed by staff.
3. Assures adequate record keeping system for division records, plan review and applications.
4. Writes orders, violation notices, grants approvals and denials.
5. Performs all administrative work associated with staffing, scheduling, evaluating, planning, and maintaining a program of inspecting new construction to assure compliance with State Building Codes. Delegates daily inspections and work of office staff. Reviews staff performance as needed.
6. Interprets and implements Federal, State and Local regulations and maintains a departmental policies and procedures manual and recommends updates for approval to the County Administrator and County Commissioners.
7. Trains all staff, updates and implements approved plans, attends Board of Building Standard meetings and appeal hearings.
8. Conducts and/or supervises inspections, flood plain properties, type of inspection etc.
9. Represents the County in dealing with other local jurisdictions and the State to coordinate building inspection programs.
10. Addresses questions relating to compliance with building codes of the County and State, both in person and by phone. Researches code-related questions and provides interpretation of Building Code.
11. Performs all duties as required by adopted structural, electrical, mechanical and constructional codes as defined by state law and regulations.
12. Composes correspondence, completing forms and developing reports associated with the Code Compliance operations.
13. Handles client complaints and public inquiries regarding program.
14. Other duties as assigned including but not limited to the participation in the County Safety/Risk Management Program, Continuing Education participation, flood plain administration etc.
Job Location
Work is performed at the Courthouse and throughout Ottawa County; may work both inside and outside with exposure to temperatures below 32 degrees and above 100 degrees for periods of more than an hour; exposed to noise and vibration as well as physical hazards; may be exposed to atmospheric conditions such as fumes, dusts, odors, mist, gases, poor ventilation and oil.
Physical Requirements
Performs moderate to heavy work, which may require the lifting of over fifty (50) pounds; must be able to lift own body weight out of crawl spaces and up into attics, etc.; performs the following physical activities: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, walking, lifting, fingering, grasping, talking, listening, standing, pushing, pulling, feeling and repetitive motion; minimum visual activity of the seeing job is close to the eyes.
Critical Skills/Expertise
· Work consists of complex, varied, standardized and non-standardized tasks requiring application of numerous laws, rules, regulars and procedures. Individuals are required to provide technical assistance to staff personnel on programs, policies, and the interrelationship of programs, the computer system and the application of Code Compliance programs under extremely complex and difficult situations.
· It requires the individual to be continually aware of changes in statute or mandated procedures, which must be learned and passed on to staff. Procedures must be developed for implementing changes at the local level.
· Individual is responsible for enforcement of the adopted codes and division administration including all disciplines (OBC/OAC 4101:2-1-450). Individual supervises subordinates, assigning projects, checking on progress of work and evaluating results. Supervisor provides general guidance allowing the individual the ability to plan the procedures and methods to attain objectives. Individual makes choices or decisions without supervisory input on most daily activities, such as scheduling appointments, establishing priorities, making referrals to other agencies, and forming collaborative relationships with other service providers in the County.
· Individual operates independent of supervision in handling staffing and daily operations, normally receiving supervisor’s input when needed. Errors in work may cause inaccuracies in reports, records, or technical data resulting in inaccurate or incomplete information.
· Contact is with co-workers, employees from public and private sector organizations and the public. The purpose of these contacts is to guide and direct, check on progress of work assigned, coordinate services, job development/referrals and handle questions about the Department, programs and client concerns.
Other Responsibilities
Supervisory and Managerial Functions
· Span of Control. Individual supervises the Building and Electrical Inspectors and the clerical (office) staff.
· Supervisory Functions. Individual develops unit policies and procedures. Work is planned in conjunction with other service providers to collaborate in providing services and around the staff responsible for inspections.
· Individual develops, establishes, approves, revises and ensures adherence to standards. Meetings are held to update staff on rule changes, policies, to clarify policy issues and the handling of problems. Duties are divided among staff members. Work assignments are periodically reviewed. Individual administers counseling and discipline and mediates disagreements.
· Individual reviews, evaluates and recommends hiring to the Commissioners; and trains new personnel. Individual coordinates all staff traning and recommends approved leave time, and assigns and approves subordinates for training. Subordinates are reviewed annually by individual based on objective and subjective standards reviews. Individual also establishes goals and objectives with subordinates.
· Is responsible for submitting recommendations to the Commissioners for the annual budget.
