BHA leads and coordinates the U.S. Government’s humanitarian assistance efforts overseas in response to natural disasters and protracted crises. The Office of Field and Response Operations (BHA/FARO) leads and manages direct operational assistance in response to international humanitarian needs. FARO ensures the Bureau has the capacity to respond to international humanitarian needs through preparedness, planning, rapid mobilization, technical-operations capacity, the purchase and delivery of goods and services, the readiness of field-based response platforms, response systems, and human and institutional capacity-development. The Program Specialist will assist the Supply-Chain Management team with planning, execution, monitoring, and continuous improvement of moving goods through the Bureau’s supply-chain in support of programmatic and response objectives. In addition, the Program Specialist is expected to participate in supply-chain planning and strategy, support the management and analysis of data, and the sourcing, logistics, and procurement of supply-chain products.
EDUCATION, EXPERIENCE AND SKILLS
Education / Experience:
- Bachelor’s degree with minimum of eight (8) years’ experience in related field or ten (10) years relevant work experience. Master’s degree with minimum of six (6) years’ experience in a related field.
- Minimum four years’ of progressively responsible, professional-level experience in operations and/or logistics, with experience in domestic or international disaster management. The ideal candidate would have familiarity and experience with global humanitarian supply chain operations as well as skills accrued in the field of humanitarian logistics that could apply to BHA’s mission.
Skills:
- Ability to plan, organize, manage, and evaluate program activities.
- Excellent verbal and written communication skills, tact and diplomacy in order establish and develop sustainable working relationships requiring a high level of trust.
- Ability to prepare ad hoc reports, project documentation, and briefing papers.
- Ability to review technical documents related to supply-chain issues and identify problems/solutions to ensure technical soundness and cost effectiveness.
- Ability to review proposals and materials related to logistics and supply chain process to improve or enhance internal processes.
- Good analytical ability needed to interpret public policies, interpret, and comply with internal controls.
- Knowledge of statistics, data and knowledge management systems.
- Ability to work effectively in a collaborative team environment.
- Good computer skills, including working knowledge of MS Office Suite.
- Ability to work in high-pressure environments and manage multiple projects under tight deadlines.
- Potential to acquire knowledge of USG legislation, policy, and practice related to development of USAID programming policies, regulations, procedures, and documentation, particularly when it comes to humanitarian logistics and federal regulations/best practices related to supply-chain processes.
- Familiarity with general humanitarian supply chain operations and technical expertise and skills required for the supply chain components of program design and implementation.
ESSENTIAL FUNCTIONS
- Assist with technical presentation of USAID and supply chain processes to aid the development and/or enhancement of procurement, shipment, or other various tracking systems and platforms
- Assist with the submission of monthly PREPO Inventory & Diversion Reports to USDA to account for stockpiles in USAID’s food warehouses
- Support Office in meeting the annual Federal Managers Financial Integrity Act (FMFIA) internal controls and risk management assessment requirements through participation in the Assessable Unit (AU) and through participation in trainings and onboardings
- Assist with the development of talking points and statistics and support broader USAID and USG reporting requirements
- Contribute to the design of BHA’s Intelligent Dashboard and Traceability Site through participation in consultations as well as the provision of data, feedback, and other inputs
- Support the advancement of the Remote Sensing Project to incorporate means to closely monitor the condition, quality, and location of food and NFIs across the supply chain
- Participate in USAID trainings and boot camps as available and share overviews with team members
- Lead biweekly meetings between SCM leadership and ISC staff to share updates, encourage collaboration, and identify areas for support needs
- Coordinate the onboarding and cross-training of new ISC staff within Office/Division and provide mentorship and training on technical matters related to processes and procedures
- Provide backstop support for all ISCs and as appropriate Fellows, as well as PSCs (for specific projects as needed)
- Conduct peer review of written products and other deliverables
- Maintain an active Position Task Book (PTB) to further develop the skills to deploy as a Logistics Officer and provide assistance the BHA crisis response deems necessary
- Serve as a liaison between the FARO Office and the BHA Private Sector Engagement Working Group and strengthen coordination between Division and BHA PSE Team to identify and pursue opportunities to build public-private partnerships on topics related to supply chain and innovation
- Collaborate with members of the Joint Initiative for Sustainable Humanitarian Packaging Waste Management to coordinate activities related to policy, procurement, production, transportation, distribution, and end-of-life waste management
- Facilitate consultations and participate in workshops to contribute to the design of project plans
- Present in multilateral forums and coordinate regular meetings to inform and engage active or prospective stakeholders

Must be able to obtain and maintain a minimum of a Facility Access Clearance (FAC) or Secret Security Clearance issued by the US Government for the duration of your employment on this contract.
