Supporting the Most Exciting and Meaningful Missions in the World Subcontracts Manager PAE is seeking a Subcontracts Manager in support of the International Criminal Investigative Training Assistance Program (ICITAP) and Office of Overseas Prosecution Development (OPDAT) program within the International Development and Capacity Building (ID&CB) business area. The Subcontract Manager’s primary responsibilities will consist of supporting major program Operations and cradle to grave subcontracts and procurement support to include contributing to the development of the management strategies, assisting with the execution and approach, and supervise employees to support subcontract and procurement activity for the program. The selected candidate must be comfortable working in a dynamic and high-energy environment that mirrors a start-up mentality and be capable of simultaneously managing multiple projects with demanding schedules. This is a REMOTE position. Job Description Responsibilities Act as a key management member and contributor to program that provides supply chain team leadership to include supervision, mentorship, and training of 6-8 senior and junior level staff members to meet operational expectations, compliance on policy, procedures and regulations. Responsible for day-to-day assignment and prioritization of team tasks. Coordinates subcontracting and procurement activities with various internal and external sources. Acts independently to determine the methods and procedures on new or special assignments. Prepares and disseminates information regarding subcontract and procurement status, compliance, modification, deviation, negotiation and termination. Provides team leadership to lower-level employees. Maintains contact with senior level managers regarding subcontract negotiation, preparation, and monitoring. On occasion will be required to provide working subcontract administration support for complex bids and subcontract administration, lead subcontract negotiation, and teaming activities on new business opportunities. Prepares solicitation documentation for complex acquisitions to include statements of work, terms and conditions, flow-down terms and conditions, bid or performance evaluation factors, and other measures incorporated into the Requests for Proposal as may be appropriate for the procurement. Ensures the receipt, accuracy, and timeliness of subcontractor and vendor submitted documents relating to the subcontract deliverables, and monitors performance relative to timeliness, cost considerations, and technical objectives Prepares price and/or cost analyses using techniques other than adequate price competition. Prepares written reports, letters, and memoranda required for internal and external distribution. Manages the supplier development process through interaction with new and existing suppliers, monitoring supplier performance, and initiating corrective action and process improvement activities to promote optimal supplier performance. Implement strategic sourcing and IDIQ vehicles and strategies to support repeat requirements. Provides formal procurement training to Subcontract Administrators, Procurement and Program personnel. Assists senior leadership in employment, training, motivation, and evaluation of assigned employees. Ensures effective implementation of subcontract responsibilities within corporate and regulatory objectives and requirements. Reviews and resolves issues affecting subcontract performance and ensures subcontractor compliance with legal requirements, company policies, and customer objectives; consults with PAE operational staff and resolves matters of concern between PAE and subcontractors and/or vendors on active contracts. These matters are often complex and require good business sense. Advises management of prime contractor/subcontractor rights and obligations and provides interpretation of subcontract terms and conditions. Requires well developed analytical and communication skills, advanced knowledge of business and contract law, finance and accounting, as well as broad based experience in procurement and related functions with particular emphasis on negotiation and contract administration. Works on highly complex problems where analysis of routine and non-routine data is required. Exercises a high degree of independent judgment within defined practices and procedures in selecting methods and techniques for obtaining solutions. Ensures budget, schedule, compliance, and performance requirements are met. Detail oriented and organized. Able to understand work problems and procedures and ensure accuracy of subcontracts and bids. Reviews the work of others and able to detect errors if needed Exercises a high degree of independent judgment in selecting methods and techniques for developing solutions. Requires a significant degree of analytical ability to understand and interpret complex data and solve complex problems. Present and discuss strategic Global Supply Chain options to PAE’s experienced Operational Management team to contribute to the success of new and existing business for the ICITAP/ OPDAT Program. Maintains an in-depth working knowledge of Federal Acquisition Regulations and standard commercial procurement practices. Performs other relevant duties as assigned. Minimum General Qualifications Bachelor's Degree preferred, or equivalent combination of education, training and experience. 8-15 years’ of directly related experience in a U.S. Government contracting environment; preferably but not limited to Department of State, Department of Defense, and Department of Justice. Requires well developed analytical and communication skills, knowledge of business and contract law, finance and accounting, as well as broad based experience in procurement and related functions with particular emphasis on negotiation and contract/ procurement administration. Responsible to provide on the job training to staff members to maintain compliance. Expert knowledge of Cost Reimbursable, Firm Fixed Price (FFP), and T&M contract types Expert Knowledge of Federal Acquisition Regulations (FAR). Exceptional interpersonal skills with a strong dedication to internal and external customer service. Strong negotiation and problem-solving skills; strong understanding of costing and pricing methodologies as well as strategies. A minimum of 5 years of supervisory experience required. Experience working in Costpoint preferred. Experience working in an approved purchasing system (CPSR) environment is strongly preferred Must have the ability to perform in high-pressure situations and at times in relatively austere environments. Must be able to organize and prioritize multiple projects of competing priority and varying scope Must have the ability to work within very strict timelines while maintaining the integrity of the procurement activity. Highly Desirable Skills/Qualifications: Prior experience with international procurement activities performed in conflict and post-conflict regions of the world.
