PRIMARY PURPOSE Serves as the gateway for Information Technologies (IT) that facilitates best in class customer service to the Parkland user community and leadership through transparent communication, continuous process improvement, and new innovative technologies, which in turn will enable our customers to deliver high quality service; Responsible for conducting detailed analysis of proposals from operational leadership, completing financial analysis, advising in the budgeting, procurement and other related Parkland processes, writing and presenting strategic business cases aiding Parkland leadership decisions, and quickly assimilate organization workflows and needs.

MINIMUM SPECIFICATIONS

Education - Must have a Bachelor's degree in Organizational Development, Healthcare Leadership, Information Technology, Business Administration, Health Information Management, Organizational Psychology, Industrial & Organizational Psychology or a related field.

Experience - Must have two (2) years of business relationship management experience. - Must have a strong business relationship management background, including but not exclusive to business case development, financial analysis, leadership development, and strategic planning - Prefer experience with a large Academic Medical Center - Prefer health care experience with change management responsibility. Equivalent Education and/or Experience - May have an equivalent combination of education and experience to substitute for both the education and the experience requirements.

Certification/Registration/Licensure - Prefer certifications in Business Relationship Management (BRM) or Customer Relationship Management (CRM) - Prefer certification in Registered Health Information Administrator (RHIA) Required Tests for Placement Skills or Special Abilities - Demonstrate business acumen, including health care financial concepts (return on investment, budgeting and proforma analysis) and strategic goal setting (short and long term). - Demonstrate ability to learn and understand complex systems quickly to provide advice as it relates to IT needs, organizational policies and procedures. - Demonstrate service-oriented manner and ability to interact, relate to, work with, and support the activities of a diverse and demanding client base. - Possess proficient relationship management, customer service and negotiation skills. - Collaborate with and coach leaders to understand goals and strategy related to information technology, total cost of ownership, procurement, road mapping and capacity planning. - Maintain a high degree of personal integrity under pressure - Resolve conflicts and create an environment where consensus can be created. - Apply proficient written and verbal communication and people skills - Possess a practical knowledge of IT software and hardware, including applications, computers, printers, mobile devices and networked environments. - Demonstrate ability to effectively utilize MS Word, Excel, Visio and PowerPoint software applications. - Demonstrate sound judgment and attention to detail while balancing and delivering on a wide range of challenges and tasks in a fast-paced environment in an organized and efficient manner. - Must be an assertive self-starter and independent thinker with the ability to work effectively in team environment. - Health Care Business Knowledge: Demonstrate health care business knowledge by: Understanding the delivery of health care from the perspective of consumers, employees, payers, physicians and regulators, including but not exclusive to patient experience, financial analysis, strategic planning, workflow analysis, Information technology and applications typically used in healthcare systems supporting and exhibiting cross-functional capabilities. - Applying best practices throughout the organization. - Champion the mission and vision of their organizations. - Display passionate dedication to the mission of health care, especially in the care of patients and families. - Inspire, influence, and motivate others. - Build trust through collaboration and consultation with stakeholders within the organization. - Model transformational thinking and continuous improvement Focus on achieving exceptionally high standards and are accountable for results. - Demonstrate self-awareness and self-motivation. - Champion continuous learning and self-growth. - Exhibit leadership through community service.

Responsibilities 1. Delivers consulting services regarding all aspects of Information Technology Business Management and Business Relationship Management (ITBM & BRM) 2. Provides diagnostic capability with using root cause analysis, critical thinking, multiple assessment techniques, and highly efficient problem solving. 3. Provides critical input to business unit budgets, goals, and initiatives of aligned business units to ensure IT has the necessary resources to support departmental goals. 4. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland. 5. Serves as the principle liaison between Information Technology (IT) and assigned customer departments, including areas that have high visibility and complex operations. Meets regularly with customer department contacts so issues, requests, delivery of services, and other related topics can be discussed, planned, or resolved. 6. Responsible for understanding customer department's workflow patterns and specialized applications in order to effectively support the customer and their needs. Strategizes and suggests new IT solutions or technologies to save costs and/or improve productivity. Advise and lead in the development of customer strategic plans/roadmaps identifying IT needs over the course of several years. 7. Serve as the way finding guide for operational customers into IT through optimizing current IT Solutions, interfacing between customers and IT Application and Technical teams and assessing current asset positions against future requirements. 8. Serve as the IT Division liaison into the Enterprise PMO process by facilitating all IT components for IT Strategic Business Case (SBC) development including the financial analysis (TCO & Proforma). Responsible for vetting new Initiatives involving IT, guiding the customer through the lifecycle. 9. Leads customers (internal and external) through the fiscal year capital and operational budget cycles by leading discussions in advance of organizational deadlines, identifying requests, vetting solutions, acquiring budgetary quotes from vendors, completing a proforma and total cost of ownership analysis, and ensuring proper entry of requests into the applicable systems. 10. Provides customer departments with continued updates on the status of Requests for Service, Call Service activity, and future projects that could impact users. 11. Prepares and presents custom presentations to customer groups, executive leadership, IT management, and others as requested. Supports and hosts ITBP and ITBM committees, as requested. 12. Elicits customer feedback and manages the resolution of escalated IT related issues. Conducts effective, thorough and objective reviews. Suggests internal improvements or changes in IT procedures to prevent problem reoccurrence. 13. Participates in and shares information in various customer department forums as requested. 14. Identifies customer service and team improvement opportunities. Makes recommendations to leader, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland. 15. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland. 16. Maintains knowledge of applicable rules, regulations, policies, procedures, laws, and guidelines that impact the IT division. Communicates and interprets Parkland Information Technology policies and procedures to customer departments. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal/state/private health plans. Seeks advice and guidance as needed to ensure proper understanding. 17. Stays abreast of trends, developments, and practices in health care, customer service, education, and training as they related to IT by attending continuing education courses/seminars, reading current literature, participating in professional organizations, and maintaining professional contacts in the community. Integrates knowledge gained into current work practices.
