PHYSICAL WORK ADDRESS: TPWD Possum Kingdom Fish Hatchery, 401 Red Bluff Road, Graford, TX 76449

GENERAL DESCRIPTION:

Under the supervision of the Hatchery Manager, this position is responsible for maintenance, leadership, and administrative duties of the Possum Kingdom Fish Hatchery. Performs construction, restoration, renovation, and maintenance work. Work involves building repair, renovation, restoration, and alterations. Duties include but are not limited to: purchasing using procurement card, purchase order, requisition, and bid solicitation; project and daily tasks organization, management, tracking, and quality control; and electrical work, plumbing work, facility maintenance, and repair. Repairs and maintenances of large equipment and vehicles. Participates in the agency safety program. Assists in the daily operation and maintenance of the facility. Responsible for general facility maintenance, landscaping, report preparation and submittal, staff training, customer service, and interpretive programs. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


Qualifications


MINIMUM QUALIFICATIONS:

Education:

Graduation from High School or GED.


Experience:

Maintenance Specialist III: No experience required;

Maintenance Specialist IV: Four years facility, equipment, or grounds maintenance experience;

Maintenance Specialist V: Six years facility, equipment, or grounds maintenance experience.


Licensure:

Must possess or be able to obtain, within 30 days of employment, a class “C” Texas driver’s license.

NOTE: Retention of position contingent upon obtaining and maintaining required license.


PREFERRED QUALIFICATIONS:

Education:

Trade or technical school certification or graduation from an accredited college or university with an Associate’s degree with major coursework in construction related field.


Experience:

Comprehensive experience in motor vehicle maintenance and repair.


Licensure:

A current license or certificate of one of the following: State of Texas Master Electrician license, State of Texas Master Plumber’s license, OR Certification from the National Institute of Automotive Service Excellence.


KNOWLEDGE, SKILLS AND ABILITIES:

Maintenance Specialist III – IV:

Knowledge of maintenance, repair, and installation work in all major construction trades for large commercial facilities;

Knowledge of motor vehicle diagnosis, repair, and maintenance;

Knowledge of maintenance, custodial, and groundskeeping services;

Knowledge of repair and maintenance of major electrical and communication equipment and systems, including dangers of high and live voltage;

Knowledge of commercial plumbing systems;

Knowledge of commercial heating, venting, and air conditioning (HVAC) systems, including chillers, boilers, package units, and system components;

Knowledge of pertinent construction, building, and Life Safety codes;

Knowledge of building, fire, regulatory compliance, and facility signage, space, and use standards;

Knowledge of building materials;


Maintenance Specialist V:

Knowledge of Maintenance Specialist III – IV; PLUS:

Knowledge of maintenance tracking software or programs;

Knowledge of state purchasing rules;

Knowledge of fire and safety regulations;


Maintenance Specialist III – IV:

Skill in using MS Word, Excel, and Outlook;

Skill in effective verbal and written communication;

Skill in troubleshooting and repairing electrical control, lighting, and working with low and high voltage systems and live electricity;

Skill in plumbing fixtures and piping installation and repairs;

Skill in performing carpentry, painting, modular furniture installation;

Skill in operating power and hand tools;

Skill in operating light machinery forklift, tractors, hi-lift, etc.;

Skill in performing commercial construction and facility maintenance repairs and troubleshooting;

Skill in conducting technical and advanced diagnoses, repairs, maintenance and installations in a large professional office environment and commercial facilities, equipment, and systems;

Skill in providing quality customer service in a courteous and professional matter;

Skill in effective interaction with staff at all levels of the department and other state agencies and organizations;

Skill in establishing and maintaining effective work relationships with coworkers and work related contacts;

Skill in troubleshooting situations to determine appropriate actions to resolve problems;


Maintenance Specialist V:

Skills of Maintenance Specialist III – IV; PLUS:

Maintenance Specialist III:

Ability to perform manual labor, including lifting supplies and materials up to 75 lbs.;

Ability to perform complex (journey-level) building maintenance and construction work;

Ability to work under general supervision, with moderate latitude for the use of initiative and independent judgment;


Maintenance Specialist IV:

Abilities of Maintenance Specialist III; PLUS:

Ability to implement and manage a preventive maintenance program for facility, hardware, equipment, systems, vehicles, and utilities;

Ability to interpret and work from drawings and illustrations;

Ability to coordinate employee work schedules;

Ability to participate in, manage and fulfill maintenance obligations for space planning projects, employee relocation and furniture remodel;

Ability to perform tasks in the planning, request, design, completion, and inspection of capital improvement and repair projects;

Ability to serve as a lead worker providing direction to others;

Ability to perform highly complex (senior-level) construction, restoration, renovation, and maintenance work;

Ability to work under limited supervision, with considerable latitude for the use of initiative and independent judgment;


Maintenance Specialist V:

Abilities of Maintenance Specialist IV; PLUS:

Ability to procure supplies and material according to procedures;

Ability to estimate, schedule, facilitate, and complete work and projects utilizing contract services;

Ability to assist Facility Manager in the accomplishment of administrative tasks;

Ability to respond to emergencies and extraordinary work needs, as well as work non-typical duty hours;

Ability to accurately follow instructions;

Ability to comprehend work related documents;

Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities;

Ability to perform advanced (senior-level) construction, restoration, renovation, and maintenance work;

Ability to work under minimal supervision, with considerable latitude for the use of initiative and independent judgment.


WORKING CONDITIONS:

Required to work from 7:00 a.m. to 4:00 p.m., Monday through Friday;

Required to work hours other than 7:00 a.m. to 4:00 p.m., with days off other than Saturdays, Sundays, and holidays;

Required to adjust to changing schedules;

Required to respond to emergency and on call situations;

Required to work overtime, as necessary;

Required to perform manual labor, including lifting supplies and materials up to 75 lbs.;

Required to perform work outdoors, occasionally in adverse weather conditions;

Required to perform work at high altitudes;

Required to operate a State vehicle;

Required to travel 10% with possible overnight stays;
