POSITION OVERVIEW:
Oversee field construction at Vandenburg Airforce Base (VAFB) as owner’s engineer. Coordinate with base personnel to ensure construction contractor executes work in compliance with all base requirements and in a manner that will not interfere with other base operations. Utilize knowledge of US codes and standards, Unified Facilities Criteria (UFC), Air Force practices, and/or construction practices to resolve conflicting interpretations of contractual requirements.

SPECIFIC RESPONSIBILITIES:
- Provides guidance regarding scope of work, schedules, procedures, field construction problems, and other technical information.
- Establishes, monitors, and maintains construction engineering quality control in the field.
- Collaborates with construction management to eliminate any hazards associated with the work that may adversely affect the environment or the safety or health of employees. Ensures that personnel of the assigned group engage in safe work practices in compliance with site-specific safety procedures and industry standards.
- Establishes and maintains a close working relationship with project execution team, client representatives, and contractors.
- Interprets project control documentation, design drawings and specifications, back-charge documents, change orders, etc.
- Monitors contractor performance pertaining to schedule and conformance to plans and specifications.
- Provides inputs regarding long-range planning, scheduling, budgeting, and work priorities. Provide advice on field engineering procedures, construction methods, and financial matters to management.
- Frequently interfaces with client personnel.
- Performs other responsibilities associated with this position as may be appropriate.

EDUCATION/EXPERIENCE:
- 4-year degree in engineering or construction-related field, or equivalent construction-related work experience.
- Minimum of 12 years of experience in field construction is required.
- Experience in the construction of civil/structural and/or industrial projects for the US Department of Defense, at domestic locations is preferred.
SKILLS/COMPETENCIES:
- Requires a comprehensive knowledge of engineering and construction-related processes, as well as industry practices and US codes and standards.
- Also requires excellent written and oral communication skills, a familiarity with CAD and other PC software packages typically associated with engineering and construction.
