JOB SUMMARY
We are looking for an experienced Payroll Administrator to certify payroll for prevailing wage projects. Enter payroll on LCP Trackers for weekly payroll processing. Teach and guide non-Certified payroll team members on the best practices and processes related to prevailing wage jobs. Proactively plan for and meet deadlines. Maintain payroll and employee records while upholding a high degree of confidentiality. This position will assist employees with payroll-related questions and resolve issues. The Payroll Administrator will collaborate with Payroll, HR and Operations Departments.

DUTIES AND RESPONSIBILITIES
  • Entry and maintenance of employee information and payroll records into ADP HRIS payroll system and or LCP Trackers to certify payroll, including but not limited to new hire information, direct deposit, garnishments, W-4 and benefit deductions.
  • Maintain a wide variety of payroll information, files, and records in written and electronic formats for the purpose of providing an up-to-date reference and audit trail for compliance.
  • Process payroll with accuracy and timeliness.
  • Comply with applicable federal, state, and local regulatory reporting requirements, guidelines, and company policy.
  • Research and resolve payroll related inquiries quickly.
  • Represent the company to a variety of external parties (city/state/federal agencies, etc.) related to inquiries and audits.
  • Evaluate and analyze existing payroll policies, procedures, and business processes; draft, propose and implement changes and/or quality control measures leading to best practice operations.
  • Limit company exposure through constant evaluation of company-used contractors, through strong knowledge and application of payroll regulations defining employees versus contractors.
  • Determine payroll liabilities by calculating employee federal and state income and social security taxes and employer's social security, unemployment, and workers compensation payments. Oversee tax filings in accordance with local, state, and federal law.
  • Reconcile payroll to the general ledger and monthly bank statements.
  • Prepare reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.
  • Assist the Human Resources staff with creating offer letters, personnel files, completing and auditing I9 documents, processing new hires and terminations, and complete and process unemployment insurance claim forms.
  • Handle employee information with confidentiality.
EXPERIENCE, EDUCATION AND REQUIREMENTS
  • Bachelor’s Degree in Accounting or Business preferred.
  • Certified Payroll Professional (CPP) certification preferred
  • Experience with Certified Payroll reporting and navigating through DIR Website required.
  • Experience with paying out prevailing wage employees, US garnishment rules and federal/state regulations required.
  • Experience working with ADP payroll program preferred.
  • Five (5) years payroll experience in a large corporation (500 employees) preferred.
  • Two (2) years of experience in Accounting or Bookkeeping preferred.
  • Experience working with ADP payroll program preferred.

  • Strong data analysis skills.
  • Proficient with Microsoft Office Suite; advanced level of Microsoft Excel skills.

PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONS
  • Continuous sitting and hand usage is required.
  • Occasional carrying of 0-25 pounds may be required.
  • This job operates in an office environment.
