The PBG Proposal Director is a critical and creative thinker with the highest possible standards for capture, compliance, and next-level storytelling. When s/he combines these elements, the department is transformed into a proposal-experience engine that designs and develops complex technical proposals over $30M in the full and open market.
In addition to managing the Department, the Proposal Director must be hands-on, leading by example and managing select ""must-win"" proposal efforts.
S/he is a student of the industry. Her/his desire to learn drives active participation in the proposal and capture community to understand industry trends around GWACs/scorecards, proposal technology, and more.

Managing
- Demonstrates hands-on approach to management and brings passion for mentoring department resources to include proposal managers, coordinators, writers, designers
- Manages all other proposal contributors including solution strategists, architects, subject matter experts and billable staff, pricing analysts, contracts, and any related consultants
- Acts as the accountable point of contact for submission of 100% timely and compliant bids
- Advocate for department-wide Agile proposal practices
- Advocate for industry GWAC best practice
- Leads solution sessions to clearly define the team's overall solution, specialized approaches, alignment to win themes, identification of discriminators and potential weaknesses, and assign writers and experts to appropriate areas.
- Leads staffing identification by partnering with Recruiting and Delivery.
- Ensures pricing is complete, competitive, and profitable by collaborating with pricing and leadership.
- Participate in PBG gate review process to make informed bid decisions
- Moves to the left as much as possible to support capture planning and win strategies
- Applies expertise in government and context provided by Capture to partner with all leads on developing a winning bid strategy.
- Works closely with senior executives and subject matter experts to develop response and win strategies.
- Reviews and shreds solicitations to identify level of proposal effort; identify potential gaps in responsiveness and compliance; summarize critical requirements; and collaborate with Leadership on findings and impact to PWIN.
- Conducts detailed proposal planning to develop schedules, resource needs, contributors, and compliance tracking. Align response team, host kickoff meetings, and coordinate with the rest of the bid team to manage response logistics.
- Tracks RFP modifications, communicate to teams, adapt response strategies and schedules as necessary.
- Identifies, resolves, mitigates, and escalates gaps and risks
- Owns and measures the quality of the proposal at stage gates and for final delivery by performing rigorous quality assurance and compliance checks on draft and final documents.
- Prepares clear and concise briefing materials for senior management.
- Conducts lessons learned with Growth team, synthesize feedback, analyze successes and failures, and propose and implement process improvements.
- Manages multiple proposals and projects at a time, prioritizing appropriately to meet strict deadlines.
Required Qualifications:
- Bachelor's degree or equivalent years of working experience.
- 10-12 years of experience developing a variety of proposals, including GWAC bids and other complex RFPs.
- Excellent planning and organization skills; ability work independently and follow a schedule; ability to manage several tasks at once while meeting tight deadlines.
- Expert with MS Office Suite - Word, Excel, PowerPoint. Advanced proficiency in MS Word.
- Familiarity with business opportunity tracking tools/portals such as GovWin, FBO.gov, etc.
- Experience managing large proposal response teams.
- Must have experience in and knowledge of federal management consulting space.
Preferred Qualifications:
- Ability to solution and visualize critical content, e.g., the creation of organizational charts, concept of operations diagrams, etc. (or the interest and ability to be trained accordingly)
- Experience working in govcon digital transformation capability areas
- Excellent verbal, interpersonal and written communication skills.
- Strong analytical, problem-solving and decision-making capabilities.
- Team player with the ability to work in a fast-paced environment.
- Meticulous attention to detail and compliance
