Agency Overview

The Massachusetts Peace Officer Standards and Training Commission (“the POST Commission”), an independent agency with appointees from the Governor and Attorney General, was established by Chapter 253 of the Acts of 2020 (“An Act Relative to Justice, Equity and Accountability in Law Enforcement in the Commonwealth” the Act commonly referred to as Police Reform). The POST Commission’s role is to create a mandatory certification process for police officers in Massachusetts, as well as processes for decertification, suspension of certification, or reprimand in the event of certain misconduct. The POST Commission is also responsible for investigating and adjudicating claims of misconduct, maintaining databases of training, certification, employment, and internal affairs records for all officers, and certifying law enforcement agencies.

The Role

The Product Manager will be responsible for managing the technology implementation; coordinating between business, technical, and vendor stakeholders; and ultimately for ensuring the Commission’s core applications meet the needs of all user groups through development and maintenance. The POST Commission, with support from internal agencies and external vendors intends to provide a positive, modern digital experience; and enable timely delivery of critical technology that can be continuously improved upon.

As the Product Manager, you will:

  • have a hands-on role in the rollout of our Salesforce implementation and its future development,
  • coordinate with business and technology stakeholders to deliver a user-centered product,
  • plan for growth and innovation within the POST Commission,
  • analyze the tradeoffs with respect to business goals and capacity and offer solutions.

The POST Commission will rely on this position to surface key decisions impacting the development of its software application and drive their resolution. This role will report to the POST Commission’s Chief Technology Officer (CTO).

The ideal candidate should have experience managing several software products and/or leading product development, as well as a demonstrated ability to collaborate and drive progress. Experience managing and/or configuring Salesforce (or similar CRM) is a strong advantage.

Additional context:

  • The POST Commission manages certification for approximately 20,000 law enforcement officers and maintains records of complaints and discipline.
  • The POST Commission will need to share information with other Commonwealth agencies for managing officer training and tracking training compliance.
  • The POST Commission’s technology solution will need to receive information from approximately 431 local law enforcement agencies so that its officer records are up to date.
  • As our technology roadmap matures, we will be migrating from some temporary systems to mainstream database and reporting applications.

Responsibilities:

  • Work with the POST Commission’s division leadership to define goals for agency operations and communicate these goals to our internal technology team or external vendors, as needed.
  • Become the expert on the POST Commission’s software applications to drive decision-making, ensuring that all stakeholders are aware of the capabilities and limitations of the software, as well as the options, risks, and costs related to technology changes.
  • Working with our Business Analyst, ensure that use cases, business requirements, and policy demos articulate and/or represent business processes and desired outcomes.
  • Ensure successful implementation by prioritizing functionality and feature development
  • Work with the CTO to set a vision for how this software application will meet the POST Commission’s needs now and into the future and define a strategy that achieves that vision and ensures business needs will be met as they change over time.
  • Assist with development and management of a product roadmap.
  • Manage development by defining release plans and schedules.
  • Demonstrate a willingness to learn new technologies and application features and research how they can best be leveraged in application development and/or future enhancements.
  • Maintain clear, detailed, centrally accessible records of decision-making processes and outcomes, including goals, planning and prioritization, and issue resolution.
  • Support administrative and end users in using the software.

Salary: Anticipated range: $115,000 - $135,000. Flexibility if commensurate with experience.

The Product Manager position is remote-work eligible. The successful candidate will be hired as an employee at will. We are willing to consider either a contract position or full-time with benefits for this position.

The overall benefits available include paid vacation, sick, and personal leave time; health, dental, and vision insurance through the Commonwealth’s Group Insurance; and optional pre-tax Health Savings Account plans.

Qualifications


Qualifications:

  • Bachelor's degree in Information Technology, Business Administration, or another related field.
  • Demonstrated success in a product management role with similarly extensive responsibilities, for example in IT, in the private sector, or public policy/government (preferred).
  • Experience with managing an applications and products in a Salesforce (or similar) environment.
  • Strategic thinker, adept at independently surfacing and evaluating problems accurately, even with incomplete information. Can drive progress on resolution with minimal oversight, displaying sound judgment, including measurement of risks and timely escalation.
  • Ability to build trusted relationships with stakeholders, senior managers, front-line leaders, and employees at all levels.
  • Ability to define a product objective, and logically reverse engineer the path and communications to achieve the objective.
  • Experience leading discussions to ascertain the needs of a business or agency and its users, and the ability to capture and communicate integrated business and technology requirements using non-technical language.
  • Excellent written and verbal communication skills for technical, user experience, and project management trade-offs.
