Data Director
The Pennsylvania Democratic Party is seeking an experienced Data Director to manage the state partys data operations. We are looking for a passionate, hardworking leader committed to supporting field organizing and turnout operations that will work alongside the coordinated campaign, candidates, and county parties to power Democrats to victory up and down the ballot in 2024.
Responsibilities

Obtain Voter Files from State Election Authority on a semi-monthly basis and send to the DNC for processing

Administer the State Partys VAN (VoteBuilder) and all users and committees within it

Administer the State Partys Mobilize Instance
-
Respond to VAN user support requests and train users on VAN data standards

Obtain Election Day polling locations from State and Local Election Authorities, and format, and upload them to VAN, LBJ, and IWillVote.com

During early voting periods, obtain data on voters who have requested/cast mail ballots or voted early in person as available, and upload to the DNC for processing

Work with DNC and Sister Committee Staff on program goals, as necessary

Administer Portal and Phoenix BigQuery

Target and Voter Contact Universe Creation

Create systems for program tracking and accountability, in partnership with in-state stakeholders (e.g., by building reports/dashboards to track organizer activity or progress to goal)

Voter Registration program setup and administration

Voter Protection program collaboration and implementation

Work with DNC to setup elections on LBJ Voter Protection tool
-
Work with State Party VoPro Director to onboard poll watchers and volunteers

Help make program decisions based on precinct prioritization and purged voter reports in coordination with DNC and State Party VoPro teams

Core Competencies

Expert knowledge of VAN / VoteBuilder

Experience working on a statewide campaign

Proficient in SQL

1 cycles of experience in a data role

Experience with targeting and building voter contact universes

Familiarity with the Democratic data & tech ecosystem and commonly used tools

Ability to clearly communicate deadlines, goals, roadblocks

Comfort explaining technical concepts to non-technical users, especially VAN usage and data standards
-
Willingness to ask questions and grow within a technical role with constantly changing priorities

Appetite for independent learning

Nice to have:

Familiarity with BigQuery

Experience as a statewide administrator for VAN / VoteBuilder

Expert in SQL

Experience building reports in Looker Studio or Tableau

Familiarity with GIS

The this is a full-time position 100% employer-paid health insurance. This position is remote in Pennsylvania until 2024, with up to 10% travel required in 2023. This position reports to the Pennsylvania Democratic Party Executive Director.
