Responsibilities
Peraton is seeking a FEDSIM CoE Proposal Manager with extensive experience in support of GSA FEDSIM opportunities valued between $100M and $1B in total contract value. The FEDSIM CoE Proposal Manager will support the business unit lines across all Peraton Sectors: Space & Intel, Defense Solutions, Cyber Mission, Global Health & Financial Solutions, Citizen Security & Public Services.
*Position is 100% remote, except for when the Final TOR is released, and work moves into the war room, or if classified proposal content requires work in classified spaces in Herndon and Chantilly VA.
The FEDSIM CoE Proposal Manager will be responsible for all aspects of the proposal development effort to include directing and coordinating the activities of the CoE Volume Leads, writers, SMEs, Key Personnel and consultants across the organization to produce high-quality, winning proposals.
Expectations of successful candidate include leading proposal development teams during the FEDSIM Procurement Administrative Lead Time (PALT) process and integrating best practices into the CoE. This includes working within the FEDSIM CoE volume leads using an Agile delivery model which includes weekly Sprint sessions to mature each bid submission through release of the Final TOR. It also includes using the CoE Agile maturity model to develop and integrate information released by FEDSIM and information from previous solicitation documents along with Requests for Information (RFIs), Market Assessment Discussions (MAD), electronic reading rooms, draft PWS’s, draft Section H and follow-on final TOR documents. This also includes integrating content captured from other FEDSIM sessions such as Due Diligence sessions, Orals Q&A preparation and responding to questions post submission during the evaluation phase. After FEDSIM provides the Notification of Decision Statement (NODS), follow up questions, retrospective is conducted to capture best practices and integrate lessons learned.
This individual will be responsible for leading/mentoring less experienced proposal staff and proposal coordinators that contribute to proposal development writing efforts. The individual will work with Business Area personnel, proposal coordinators, and consultants, as well as Teammates to create compelling documents. In addition, the Proposal Manager will interface with a range of matrixed resources and temporary help to support business acquisition and proposal development efforts.
Responsibilities
- Manage all aspects of proposal development (proposal writing, editing, illustration, production efforts, etc.) from initial engagement of the marketing assessment discussion working towards the draft PWS release.
- Identify resources necessary to develop the proposal and identify gaps with delivery and volume maturity
- Analyze FEDSIM government furnished information (GFI) (SB RFI, MAD, PWS, eRR, Final RFP, RFQ etc.) in conjunction with other customer requirements and communications, and determine final document structure.
- Prepare detailed proposal plans, schedule outline and compliance matrix for assigned pursuits.
- Strong organizational management skills and attention to detail are essential attributes.
- Coordinate and lead major project meeting events, such as Kick-off Meetings, Strategy Meetings, iterative reviews within the weekly Sprints and formal color team reviews, etc.
- Arrange for facilities, communicate with participants, and prepare necessary materials.
- Work with each of the FEDSIM CoE Volume leads to effectively build storyboards aligned maturity model used for development of strategic win themes, strengths, and discriminators.
- Develop targeted questions and interview technical and program management staff to extract critical information necessary to develop technical and managerial solutions.
- Develop and manage a proposal schedule.
- Provide detailed guidance to proposal coordinators, writers/contributors and subcontractors.
- Manage writing assignments and receipt of all proposal materials with authors and teaming partners in accordance with the project timeline.
- Support and ensure proposal center processes are followed, standard style guide is used, and documents are submitted in accordance with established guidelines.
- Ensure proposals are compliant with all section L&M or similar instructions/requirements.
Qualifications
Required
- 12 years of relevant professional experience as Proposal Manager and history of leading bid valued over $300M
- Track record of submitting two or more compliant proposal efforts valued over $300M within the last five years.
- Experience with bidding Oral Presentations within the last five years.
- Proficiency MS Office business applications to include SharePoint.
- Must have proven proposal leadership skills, with the ability to build a strong team, effectively resolve conflict, and vector appropriate resources to maximize proposal development.
- Must have experience in keeping a team focused and moving toward developing a compliant, compelling, competitive – winning document.
- Must have extensive experience in mentoring and coaching less experienced staff and (proposal inexperienced) senior operations staff who are writing proposals for the first time.
- Must be able to work with little direction and handle multiple tasks.
- Must be able to work on site (war room) during proposal delivery when required with a flexible schedule which may include evenings and weekends when required.
- Ability to commute to Herndon / Chantilly / Reston, VA
Desired
- Experience leading and winning FEDSIM opportunities within the last five years.
- Association of Proposal Management Professionals (APMP) Foundation or Practitioner level certification
- Bachelor’s degree with a focus around communications, technologies and/or business administration domains.
- Active security clearance
