Perma-Fix is looking for an Environmental Health and Safety Representative for our job on Norfolk Naval Shipyard in Portsmouth, VA. FUNCTION:

EXEMPT.  This position is responsible for developing and implementing project specific Health and Safety plans, procedures, and hazards analyses.

DUTIES:

• Work with the Project or General Manager to ensure work is executed safely and compliantly.

• Develop and implement HS facility/project plans/procedures as needed.

• Responsible for operating and maintaining HS instrumentation in a manner that confirms operation and work activities are being performed safely and data generated is defensible.

• Conduct daily safety topics and ensure project staff is trained and qualified to perform the assigned scope of work.

• Conduct safety site inspections and assessments according to requirements stated in the HS Plan.

• Responsible for assuring personnel are properly trained in accordance with approved work plans and activity specific hazards analyses.

• Responsible for ensuring operators of equipment and industrial powered trucks are properly trained and qualified.

• Ensure employees are empowered to stop work when unsafe conditions exist.

• Responsible for collecting and managing all HS records generated during project execution.

• Provide proposal support the areas of environmental, health and safety.

• Ensure EHS procedures / forms used for work activities are current and properly maintained.

• Ensure safety performance statistics are current and maintained.

• Develop and conduct safety training as required.

• Generate reports as required by contract, program or procedures

• Perform independent and management assessments as directed by the ESHQ Director

• Provide a HS interface between Perma-Fix and its customers or regulatory agencies.

• Perform other duties as assigned.

WORKING CONDITIONS:

Office environment approximately 50% of day, other 50% working in facility or project site where there is potential for exposure to radiation, noise, dust and hot and cold temperatures.  Climbing, walking and lifting will be normal daily requirements.

Requirements

• Must have a bachelor's degree in health and safety or a related engineering, technical or science discipline, or 10 plus years of documented field experience in occupational safety, industrial hygiene, or construction safety management and the OSHA 30 hr certification (construction or general industry) may be substituted for a bachelor’s degree.

• Possession of a professional EHS certification (CIH, CSP, OSHT, etc.) is preferred

• Must have at least 5 years of documented field experience in occupational safety, industrial hygiene, or construction safety management.

• A minimum of 3 years of field experience in remediation/demolition of radiological affected sites is preferred

• Must have experience in deploying, operating and maintaining IH instrumentation and making safety decisions based on documented information.

• Must have experience in training a mobilized workforce within short period of time.

• Must have experience in providing rigorous, safety oversight and giving sound direction for safety related matters in a timely manner.

• Must have experience in conducting incident/accident investigation and understand how to identify causal factors.

• Must have experience in developing actions that correct adverse safety conditions while maintaining an ideal operating environment.

• Must have experience in integrating QA/QC concepts into operational activities.

• Experience with DOE, DOD or USACE projects is highly preferred.
