Job Description
JT4 is currently seeking to hire Buyers for various locations. The available positions include:
- Edwards Air Force Base, California (Level II)
- China Lake in Ridgecrest, California (Level IV)
- Las Vegas, Nevada (Level IV)
**Positions are not eligible for telework**
A Buyer purchases commonly used commercial off-the-shelf (COTS) materials, supplies, equipment, and services (e.g., utilities, maintenance, and repair). Transactions usually involve local retailers, wholesalers, jobbers, and manufacturer sales representatives. Quantities purchased are large amounts and/or high dollar values (e.g., those available from local sources) at the most favorable price consistent with quality, quantity, specification requirements, and other factors.
- Perform Cradle to Grave procurement (purchase requisition assignment to closeout)
- Solicits bids, analyzes quotations received, and selects or recommends suppliers
- Locates or promotes possible new sources of supply and keeps up to date information on market trends, changes in business practices in the assigned markets, and new or altered types of materials entering the market, etc.
- Expedites delivery and visits vendors' offices and plants
- May direct the work of one or more clerks who perform routine aspects of the work
- May interview prospective vendors necessary to fulfill typical business needs
- Establishes and maintains effective relationships with all internal and external customers
- Recommends and suggests departmental cost savings through effective negotiations with assigned vendors, by leveraging bid solicitations through volume discounts, and other sourcing techniques and strategies
- Perform electronic filing of Purchase Orders
- Performs other related duties as assigned or requested
Level IV Additional Responsibilities:
- Ensure procurement packages contain full statement of work (SOW) requirements and pertinent supporting documentation such as project specifications, design, safety requirements, security requirements, vendor qualifications, pricing, scoring and evaluation process, award of project process, and execution of contract
- Act as a lead buyer and mentor to subordinate buyers
- Maintain up-to-date information on market trends, changes in business practices in the assigned markets, and new or altered types of materials entering the market, etc.

Each employee must read, understand, and implement the general and specific operational, safety, quality, and environmental requirements of all plans, procedures, and policies pertaining to their job.
Working Conditions
Work is primarily sedentary in an office environment. Some walking, stooping, bending, climbing stairs, stretching and lifting (up to 25 pounds) is required for such purposes as filing and gathering supplies. Frequent use of a computer is required.
Travel to remote company work locations may be required.
Requirements -- Education, Technical, and Work Experience
Level II: A Bachelor's degree in Business Administration is preferred, or equivalent combination of formal training and three or more years' experience are required for this position.
Level IV: A Bachelor's degree in Business Administration or equivalent combination of formal training and 10 years of related experience are required for this position.
In addition, a Buyer must possess the following qualifications:
- Knowledge of common business, industrial, and trade practices with respect to sales, prices, cost comparisons, discounts, deliveries, stocks, and shipments of varied items purchased
- Knowledge of commercial supply sources such as sales literature and sales representatives
- Skill and ability to interact professionally with suppliers to ensure adequate and timely response to purchasing needs and to ensure the lowest possible price is obtained
- Familiar with government purchasing systems, Microsoft Office tools, databases, email, and the Internet
- Understanding and knowledge of the Federal Acquisition Regulation (FAR) in order to comply with governmental policy and procedure
- Effective verbal and written communication skills
- Planning/organizational skills
- Department of Defense (DoD) experience is a plus
- Must be a US citizen
- Must qualify for, maintain a government security clearance, and possess a valid, state issued driver's license

Level II expected pay range for this position is $65,520 to $85,176 annually.
Level IV expected pay range for this position is $90,771 to $114,132.60 annually.
The salary range offered for this position is a good faith description of the expected salary range this role will pay. JT4 LLC considers factors such as (but not limited to) responsibilities of the position, candidate's work experience, education/training, key skills, internal peer equity, as well as, market and business considerations when extending an offer.
