Primary Purpose:
Supervise the operation of the Personnel Position Management System for the school district. Assist in the management of the district human resource activities to ensure legally sound and effective human resource management practices. Supervise the position control system to ascertain that salary and placement of all personnel is accurate.
Qualifications:
Education/Certification:
TEA certification requirements
Valid Texas Mid-Management/Principal Certificate required
Master’s degree required
Special Knowledge/Skills:
Ability to interpret policy, procedures, and data
Ability to manage budget and personnel
Knowledge & skills using personal computer and software
Excellent oral & written skills
Experience:
School experience or human resource management experience preferred
Strong background in technology preferred
Three years teaching experience required
Major Responsibilities and Duties:
Employment
- Work cooperatively with the Personnel Department staff to select personnel for instructional assignments and classified assignments.
- Work cooperatively with the Finance Department to maintain accurate payroll information.
- Assist in verifying employment contracts and contract renewals.
- Assist supervisory personnel in conducting due-process procedures.
- Assist in the necessary processing for issuance and renewal of state certificates and permits.
- Assist in the processing of information for system of position control, forecasting, budgeting, and other operating functions within the Personnel Management System.
Budget
- Work with others to compile and report projections of staff needs.
- Assist in compiling budgets and cost estimates based on departmental needs.
- Implement the policies established by federal and state laws, State Board of Education rule, and local board policy in the area assigned.
- Help ensure that programs are cost-effective and that funds are managed prudently.
Records
- Supervise position control management system and oversee that salary and placement data is accurate.
- Ensure the operations contribute to the attainment of district goals and objectives.
- Develop and maintain systems for retrieval of information in support of all programs.
- Compile, maintain and secure all physical and computerized reports, records, and other required documents.
Human Resources Department
- Evaluate job performance of department staff to ensure effectiveness.
- Develop training options and improvement plans for department staff to ensure the department’s effective operation.
Compensation
- Assist in revising salary schedules and ensure compliance with the state minimum salary schedule
requirements.
- Assist in the exempt and nonexempt compensation programs and ensure compliance with federal wage and
overtime laws.
- Assist in providing cost analysis of salary and wage adjustments for the budgeting process.
Employee Relations
- Help promote collegiality, teamwork, and collaborative decision making among staff.
- Assist in implementing procedures to ensure that employees are kept well informed of personnel policies,
procedures, and programs that affect them.
- Attend board meetings as needed.
- Participate in professional development activities to maintain current knowledge of human resource rules, regulations, and practices.
- Attend training and in-service sessions as required to maintain level of expertise.
- Performs all duties in a safe manner to avoid injury to oneself and/or to others.
- Performs other related duties as assigned.
Supervisory Responsibilities:
- Supervise and evaluate the performance of clerk(s) and receptionist

- Maintain emotional control under stress; frequent district-wide and statewide travel; occasional prolonged and irregular hours
