*Job Overview:
The Provider Specialist performs core functions of the Provider Services Team at the Early Learning Resource Center (ELRC). This position is responsible for activities to ensure the full array of services is offered to providers, including DHS-certified, relative, and in-home providers. The Provider Specialist will offer intake and outreach for eligible providers to participate in the Child Care Works (CCW) subsidized child care program. The position creates accurate and timely records and documents the completion of processes of provider enrollment, contract execution, and maintains CCW files. This position reports to the Provider Services Coordinator and collaborates with the Quality Team to promote the Keystone STARS program and connect providers to resources to support best practices and quality improvement. The Provider Specialist primarily operates out of the Early Learning Resource Center office.
*Responsibilities:
- Utilize state prescribed software (PELICAN, etc.) in order to create, assess, and maintain provider files and records for the Early Learning Resource Center (ELRC) and Office of Child Development and Early Learning (OCDEL)
- Serve as the ELRC point of contact for assigned caseload of providers, including through onboarding of newly assigned providers.
- Work with Quality Team to connect providers to Keystone STARS Quality Coaches, ECE PDO, and spectrum of regional resources.
- Establishes and maintains new and existing provider agreements and contracts
- Coordinates access to provider information within the ELRC and with other human services organizations; disseminates information on ELRC services, Keystone STARS programs, PKC, Head Start, PHLpreK, etc.
- Maintains complete, accurate and accessible automated and manual files on provider services
- Works with Provider/STARS Coaches to ensure performance measures are met timely, accurately and efficiently according to ELRC/Keystone STARS contractual obligations and policy directives
- Submit routine data reports; plans and proposals to management team, government agencies, and other entities as appropriate
- Participate in regular ELRC meetings, professional development, reflective supervision, and OCDEL facilitated training as required.
- Complete ongoing required and growth professional development to remain current on ELRC policies and procedures, to understand the scope of resources available to regional families, and to develop internal and external collaboration to promote access to the full scope of resources.
- Develop reports as necessary.
