JOB DESCRIPTION:
The Masters Level Program Manager at Safe Haven will be responsible for the overall management of the three Safe haven programs located at 414 Harrison Avenue (10 bed), 8 Church Street (10 bed)and 28 Rockwell Street (11 bed) locations using a Housing First/Safe Haven Stabilization model. The Program Manager-Safe Haven is responsible for the supervision of two (2) Direct Reports. The Program Manager is also responsible for creating and maintaining a respectful atmosphere that empowers very chronic, mentally ill participants to reach their highest level of functioning. The Program Manager will be overseeing a program model that operates on a 24/7 staffing model that is funded and licensed by the Department of Mental Health. The Program Manager provides support and guidance for staff within the mission of the organization and upholds the programmatic goals of housing stability and psychosocial rehabilitation. The Program Manager will be advocating on behalf of participants for appropriate mental health services; providing clinical and administrative supervision of their direct reports; and providing oversight of the budget and operations of the program. This individual also provides leadership and coordination with staff from other Pine Street Inn Departments as well as outside agencies including the Department of Mental Health, housing authorities, social service agencies, managed care organizations, and community health centers. The individual is flexible, a team-player, and can work independently. The individual develops policies, procedures, and trainings for the department in conjunction with the Director of Specialized Housing. The individual will be self-motivated, possess solid organizational and communications skills, and capable of developing and drafting new policies, procedures, and plans. This position requires a great deal of tact, diplomacy and creative problem solving in order to maintain our positive working relationships with our stakeholders, colleagues and neighbors.
REQUIREMENTS:
Qualifications:
Education/Training::
- Masters Degree in social work, counseling, psychology, psychosocial rehabilitation, or educational psychology or related field
Knowledge/Experience:
- Minimum of two (2) years experience working with homeless individuals suffering from complex disabilities in housing settings
- Minimum of two (2) years supervisory experience working with an array of staff with various educational and experiential backgrounds
- Experience supervising others as well as team leadership
- Experience or familiarity with DEI best practices
- Familiarity with the concepts of psychosocial rehabilitation and consumer empowerment
- Experience planning and implementing treatment programs
- Experience working with management issues such as budgeting, statistics, and program evaluation
- Interest in and knowledge of current treatment of chronic mental illness, including medications
- Experience with dually diagnosed individuals and the Department of Mental Health
- Experience and Strong skills in clinical assessment, crisis de-escalation techniques, and treatment planning, as well as strong writing skills
- Expertise in Motivational Interviewing, Strengths-Based Techniques, and Trauma Informed Care

Preferred:
- Valid Massachusetts drivers license
- Licensed in Massachusetts in Social Work or Counseling (LCSW, LICSW, or LMHC)
- Advanced training in psychosocial rehabilitation
- Clinical supervisory experience working with diverse staff
- Previous experience working with a Housing First/Safe Haven model
- Familiarity with the Metropolitan Boston public and private mental health system
- Long term therapy experience with chronically mentally ill people
Essential Functions Include But Are Not Limited To:
- Provide educational and resource support on mental illness, substance use disorders, Motivational Interviewing, Trauma Informed Care, and Confidentiality as it relates to HIPAA and 42 CFR Part 2 to all Safe Haven staff. Provide training to staff in the DMH Stabilization Safe Haven model. Ensure that staff attend all required trainings, including the DPPC training. Develop new trainings as the need arises.
- Utilize the Phase of Care Assessment tool and critical needs assessment to identify participants in need of additional support related to their mental illness and/or substance use issues.
- Provide consultation and assistance in psychiatric and substance use related emergencies.
- Provide continual quality assurance around clinical documentation. Ensure that a process is in place for crisis intervention plan development and oversee the entry of weekly case notes in the Carelogic/Clarity data system.
- Manage and maintain the program budgets, monitoring variances and spending. Request budget reports from the Director of Specialized Housing and meet with the Director and members of the finance department to discuss budget variances and issues as needed.
- Maintain program statistics, monthly reporting, and required records as outline in the DMH regulations for Safe Haven services. Review, edit, and submit monthly narrative reports to DMH or to the Director of Specialized Housing first if requested.
- Work with the Director of Specialized Housing to plan, implement, and assess the program service delivery model.
- Negotiate with other departments around the Inn to provide seamless operation of the program, including but not limited to Facilities, Food Services, Emergency Services, Medical Clinic, Development Department and others.
- Attend the regularly scheduled BH Leadership and Specialized Housing Supervisory meetings, Department of Mental Health required meetings/trainings, and other meetings as required.
- Provide leadership and set a tone of respect and support for participants and staff.
- Provide consultation to other PSI Emergency services staff around program eligibility to facilitate appropriate referrals. Work closely with the DMH HOT team around referrals, enrollment and disenrollment as outlined in the DMH regulations.
- Manage contract compliance and take responsibility for meeting funding source requirements and achieving projected outcomes.
- Provide clinical and administrative supervision to the two direct reports at program locations according to program policies and more as the program expands. Maintain and oversee the on-call rotation schedule.
- Provide guidance to the programs Human Rights Coordinator (HRC) and oversee the programs Human Rights program. Ensure that each program has an assigned Human Rights Officer, uphold the DMH Human Rights Regulations, follow the DMH Human Rights Policy and the DMH Human Rights Handbook. Ensure that the HRC organizes and facilitates the Human Rights Committee for PSIs Safe Haven and all HROs and the HRC attend DMH trainings and conferences as required.
- Guide the program participants in a strengths-based, person-centered way making intentional progress towards increased autonomy, successful tenancy, improved life skills, and enhanced quality of life.
- Involve participants in milieu to enhance connectedness with life satisfactions and responsibilities.
- Conduct the weekly team meetings which will include case consultation, IAP development, crisis planning, operational changes, and administrative updates.
- Plan and conduct the Quarterly Safe Haven Department Meetings, ensuring that staff have access to programmatic updates and the latest emergency procedures.
- Provide education around IAP development and activity planning in conjunction with the Case Manager Supervisor, House Case Managers, and Activities Coordinators.
- Meet for bi-weekly supervision with the Director of Specialized Housing.
- Advocate within the mental health system for timely and appropriate services for participants as needed and requested. Arrange addiction, dual diagnosis, and medical services as appropriate for program participants.
- Coordinate with the HST Clinical Specialist and Case Manager Supervisor to oversee referrals, enrollment and disenrollment process for prospective participants.
- Network with other Housing First/Safe Haven and residential programs in Metro Boston to gain ideas and enhance program services.
- Work with DMH, PSI Departments, and Safe Haven Staff to ensure that the programs are well-prepared for all upcoming audits and inspections
- Support the Director of Specialized Housing with program-wide strategic planning efforts for new initiatives and expansion efforts.
- Rotate on-call responsibilities with other supervisors. Assist program staff with coverage if and when needed, including finding coverage or going onsite to cover shifts if needed.
- Ensure that all required incident reports, including PSI Incident Reports, DMH Incident Reports, Death Reports, and DPPC Reports are completed in a timely manner.
- Due to emergency or unforeseen program needs, staff may be temporarily or permanently re-assigned to another PSI Housing program at any given time.
