Plains All American (PAA) is an industry-leading transportation and midstream provider specializing in transportation, storage, processing and marketing solutions for crude oil and natural gas liquids (NGLs). Individual will report to the Director of HSE and will have immediate environmental, safety and security program related responsibilities for Gulf Coast assets. This position will have 6 direct reports and cover AL, MS, FL, LA, VA, TX. Primary tasks include ensuring HSE Compliance for Gulf Coast, reporting spills to proper regulatory authority, reporting incidents, injuries, and releases to management. This individual must establish and maintain effective working relationships with managers, supervisors, and employees.
ESSENTIAL FUNCTIONS:
Additional responsibilities include:
- Prepare HSE budgets.
- Report spills to proper agencies
- Meet with District Managers monthly
- Coach and mentor field employees and contractors on Plains policies and procedures
- Review work permits
- Conduct internal environmental and safety related compliance audits
- Conduct incident investigations for company employees and contractors
- Conduct industrial hygiene monitoring for noise, benzene, lead, etc.
- Work with Security Director to implement security plan
- Maintain environmental and safety regulatory files
- Review and approve MOC’s for responsible area/facilities
- Facilitate external PHMSA, environmental, and safety-related audits
- Assist with other regulatory compliance tasks as needed
- Complete quarterly and yearly reports to Regulatory Agencies (OSHA, LDEQ)
- Assist with waste management program
Overnight travel is required, and this position must be available to respond to emergencies 24/7.
KNOWLEDGE & SKILLS:
- Candidates must have knowledge of pipeline and trucking operations.
- A strong working knowledge of OSHA, EPA, PHMSA and US Coast Guard regulations as they pertain to the commercial transportation industry is preferred.
- Knowledge of following regulatory programs: NPDES, SWPPP, SPCC, Oil Spill Contingency Plan
- Knowledge of OSHA 300/301 Logs
- Familiarity with GIS preferred.
- Familiarity with Maximo Asset Management software preferred.
- This position requires the candidate to be proficient in written and verbal communications skills, have strong interpersonal skills and to be adept in Microsoft Office programs (Outlook, Word, Excel, and PowerPoint).
EDUCATION / EXPERIENCE:
- Accredited Bachelors or master’s degree in Safety, Environmental Science, Environmental Management or a related Technical discipline, or 5 years field related experience.
- Must be detail and task-oriented with the ability to work independently but also assist team members to accomplish shared goals.
Additional Requirements:
- Must participate in Plains Medical Surveillance and Drug and Alcohol program as required under OSHA’s 29 CFR1910.120. & PHMSA, 49 CFR Parts 192.
- Must be able to apply and obtain a Transportation Workers Identification Credential (TWIC).
