What are the responsibilities and job description for the Test Manager position at Planned Systems International?
PSI is seeking a Test Manager to support digital transformation within the Department of Veterans Affairs (VA) Financial Services Center.
Within the FSC, the Financial Technology Service (FTS) is responsible for all Information Technology including requirements analysis and sizing, backlog management, scrum team governance, incremental/sprint planning, business value, dependency management, risk and impact analysis, scheduling, budget vs actual labor reporting, configuration management, testing, infrastructure operations, application modernization, cyber security, process improvement, and Agile Release Train orchestration.
FTS’s IT products address a broad array of VA’s enterprise requirements including timekeeping and payroll; accounting; financial reporting and auditing; healthcare claims processing; accounts payable and payment processing; employee travel and charge card; employee relocation; financial data analytics; and financial integration.
Primary Responsibilities
- Coordinate with developers and functional end users to create test plans and test scripts.
- Coordinate with test sites and other team participants to plan test events.
- Approves test reports.
- Monitors and updates bug reports as needed including bug report closure.
- Must manage the defect database under the guidance of senior QA engineers.
- Oversee all test events and be able to manage multiple test events defining and staffing these test events with appropriate resources.
- Document, implement, monitor, and enforce all processes for testing as per standards defined by the organization.
- Track and prepare the report of testing activities like test testing results, test case coverage, required resources, defects discovered and their status, performance baselines etc.
Minimum Qualifications
- Bachelor's Degree in Computer Science, Electronics Engineering or Other Engineering or Technical Discipline is required. (8 years of additional relevant experience may be substituted for education).
- 10 years related experience required.
- Must have experience with configuring necessary hardware and operating environments as needed to complete assigned testing.
- Must have technical expertise on specific products, operating systems, and specialized environments.
- Must have experience in writing or assisting in the development of test plans and test procedures.
- Ability to obtain and maintain a public trust clearance.
- Legal authorization to work in the U.S.
Desired Qualifications
- Experience supporting large Cabinet-level federal agencies, ideally the Department of Veterans Affairs.
- Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
- Capable self-starter with a drive to get all types of work done and high attention to detail.
- Excellent ability to communicate across most mediums and settings.
- Knowledge of military and veteran populations.
