Position Summary: This position performs a variety of development, implementation, monitoring, evaluation, and investigation or audit work in the areas of utility construction safety. The primary goals of the position are to ensure contract compliant working conditions, verify compliance with contractual and applicable federal, state, and local safety requirements, prevent occupational hazards and injuries, and to help mitigate financial impacts related to incidents and claims.
Summary of Key Responsibilities:
- Interpret and apply CCR Title 8 Construction Safety Orders (CSO), Mining, and Tunnel Safety Orders (TSO)
- Conduct inspections of project sites to ensure work is being performed safely and in accordance with approved work procedures
- Identify and manage safety and work procedure related corrective actions
- Identify hazards and potential risks on project sites and with work procedures being utilized in the course of work completion
- Make recommendations for safety and work procedure changes and improvements
- Participate in identification, review, and implementation of work tools, methods, and procedures
- Lead or participate in the delivery of safety and work procedure training
- Enforce compliance with safety and work procedures internally and with partners and subcontractors
- Lead or participate in incident and root cause analysis (RCA) investigations relating to injuries, near misses, and property or equipment damage
- Lead or participate in the development and/or drafting of standards, procedures, reports, and analysis
Summary of Experience & Education
Required:
- Demonstrated knowledge of Cal OSHA title 8 as applied to the utility construction industry
- Valid California Class C driver license with clean DMV report
- First-aid/CPR Certified
- Ability to work and communicate with all levels of staff including clients and the general public
- Ability to understand, interpret, and apply regulatory requirements applicable to specific project scopes of work
- OSHA 30 Hour Certificate required or ability to acquire within thirty days of hire
- Willingness to travel throughout a wide a service territory as needed in order to work with clients, perform site visits/audits, develop safety plans, and complete incident investigations
- Bachelor's degree (or equivalent work experience) in Occupational Health and Safety, Safety Engineering, Construction Management, or other related technical or scientific field
- 5 years' experience in electrical and civil construction with a minimum of two years involving specific responsibilities for construction site safety
- Ability to read and interpret construction drawings and specifications
Desired:
- Certified Safety Professional (CSP) or Associate Safety Professional (ASP)
- Construction Health and Safety Technician (CHST) certification
- Utility-specific program or site safety experience
- Contractor’s license or Journeyman/above classification experience
- Experience in developing and drafting policies or procedures
Knowledge, Skills, & Abilities:
- Proficiency in Microsoft Suite (Word, Excel, and Outlook) and general computer navigation
- Training and/or experience in Conflict Resolution
- Strong written and verbal communication skills
- Strong Critical Thinking Skills
- Ability to handle confrontation and initiate it as needed
- Strong organizational skills
- Ability to multi-task and manage multiple critical priorities in parallel process
