Job Title: Director of Pricing, Strategic Growth


Job Description Summary

The Director of Pricing will report to the Vice President of Strategic Growth and will manage a team of pricing analysts, develop strategic pricing methods, and will be responsible for delivering compelling, risk-mitigated contract prices. The ideal candidate will have an excellent understanding of proposal pricing within the GOVCON market segment, with a sharp attention to detail and awareness of current market dynamics. It is expected of the Pricing Director to manage the pricing of select corporate priority bids. Directly support the development of pricing proposals and task orders. The Pricing Director will conduct market research, conduct price-to-win analysis, support executive leadership in bid/no-bid decisions, and be responsible for creation of new indirect rate cost structures, and in making price tradeoffs in developing competitive bids. Work with Senior executives and service delivery leads to help capture and grow new business.


Essential Job Responsibilities

  • Perform cost analysis and estimates for proposal efforts, consistent with company policies, Federal Acquisition Regulations (FAR), Truth in Negotiations Act (TINA), Cost Accounting Standards (CAS), other applicable regulations, and solicitation requirements.
  • Develops, analyzes, evaluates, coordinates, prepares, and supports pricing strategies and cost proposals to government customers and provides updates, revisions, and negation support as needed.
  • Collaborates with Program Managers and Capture Leads in the preparation of fully compliant and competitive cost and pricing volumes, establishing and coordinating schedules, cost/price model development, and cost narratives.
  • Interacts with personnel and management at all levels; interfaces and coordinates corporate executives as part of ongoing proposal pricing.
  • Utilizes overall knowledge of company and industry bid-rate structure to complete assignments within extremely tight and strict proposal schedules.
  • Develops and communicates the strategic, financial, and administrative implications of proposed and/or implemented pricing policy.
  • Complete understanding of different federal government pricing mechanisms such as Cost Plus Fixed Fee, Time and Material and Firm Fixe Price
  • Complete understanding of OCONUS pricing models and allowances per Federal Government guidelines
  • Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, benchmarking state-of-the-art practices, and participating in professional societies.
  • Assigns and distributes pricing assignments with deadlines to the team and provides guidance for pricing assignments.
  • Owns the pricing of GSA FEDSIM bids.
  • Leads the preparation of a fully compliant and competitive cost model, coordinate pricing review meetings; and cost/price model development (including cost narratives).
  • Reads, comprehend and explains RFPs and prepares clarifying questions related to pricing.
  • Ensures all cost proposals are peer-reviewed and quality controlled prior to submission to the government.
  • Develops subcontractor pricing requirements and data calls in coordination with subcontract team.
  • Work closely with the capture and proposal teams, program staff and Subject Matter Experts (SMEs) to ensure that all labor and non-labor costs are captured, compliant and competitive.
  • Performs advanced analysis, modeling and what-if analysis for management decision making.
  • Develops and communicates the strategic, financial, and administrative implications of proposed and/or implemented pricing policy.
  • Perform additional duties and responsibilities as assigned.

Experience & Qualifications

  • Bachelor’s degree from an accredited institution in Finance, Accounting, Economics, Business Operations, or Business Administration plus 10 years of experience in pricing/proposal development. Also, a minimum of 5 years demonstrated management experience. The ideal candidate will have an advanced degree in one of the academic disciplines listed above.
  • Confirm adherence to FAR, DFAR, DCAA, TINA, CAS and corporate estimating manual, policies and procedures with regards to cost proposal preparation, review, submission and negotiation.
  • Strong knowledge of all types of contracts (T&M, CPAF, CPIF, CPFF, FFP) and cost/price analysis.
  • Attentive to detail, highly organized, maintains complete and orderly files to ensure an audit-ready posture
  • Ability to work in a fast-paced environment, with multiple deadlines, and respond to urgent requirements
  • Strong analytical/critical thinking; consultative problem-solving; flexibility; and effective organizational and negotiation skills
  • Self-starter and works with minimal direction and/or oversight
  • US Citizenship Required

Required Skills

  • 10 years of experience with developing competitive price proposals for US federal government contracts in a professional work environment
  • 5 years of experience with successfully managing and leading a pricing function of relevant scale with responsibility for recruiting, including developing and retaining professional staff
  • Experience with all aspects of price and cost proposal preparation, including business risks, pricing strategies, compliance and estimating practices for the US government and for commercial clients and products
  • Ability to lead with vision in a dynamic, fast-paced environment and implement action plans to achieve goals
  • Experience with developing or delivering price strategy presentations or analyses and training to executives and key decision makers
  • Ability to effectively collaborate cross-functionally within a matrixed environment with senior executives, business development, PTW, contracts, subcontracts, finance, law, human resources, and other key stakeholders
  • Knowledge of system integration and the use of information technology and advanced intelligence systems and tools
  • Advanced proficiency with Microsoft Excel; General proficiency with Microsoft Office Word, PowerPoint, SharePoint, and Graphics
  • Unwavering professional integrity and the ability to maintain confidentiality of highly sensitive company/employee information.
  • Excellent written and verbal communications skills.
