Position Summary:
The Stepping Up Coordinator will provide coordination and support for the Philadelphia Stepping Up Initiative. The Stepping Up Initiative is a national data-driven framework for reducing the number of individuals with mental illness in local jails. Philadelphia committed to the Stepping Up Initiative through a City Council Resolution, and the Department of Behavioral Health and Intellectual disAbility Services (DBHIDS) is seeking a Coordinator to support the initiative through the Behavioral Health and Justice Division (BHJD).
The Stepping Up Coordinator will support the Stepping Up Supervisor in: 1) advancing the mission of Stepping Up by applying the Stepping Up framework in Philadelphia, 2) driving the DBHIDS-focused components of the Stepping Up Initiative, and 3) working with cross-systems partners to develop a coordinated system across agencies and to initiate policy development to support efforts to reduce the number of individuals with serious mental illness in Philadelphia jails.
The Stepping Up Coordinator will work with internal staff and cross-systems partners to analyze trends of the four key metrics of Stepping Up: 1) number of people with serious mental illness in Philadelphia jails, 2) their average lengths of stay, 3) the percentage of people connected to behavioral health services, and 4) recidivism rates.
The Stepping Up Coordinator will also support the Stepping Up Supervisor in addressing the six main questions of Stepping Up: 1) is leadership committed, 2) do we conduct timely screening and assessments, 3) do we have baseline data, 4) do we conduct a comprehensive process analysis and inventory of services, 5) have we prioritized policy, practice, and funding improvements, and 6) do we track progress? The Stepping Up Coordinator will utilize project management skills, interpersonal skills, research skills, data and trend analysis skills, and oral and written communication skills to further the goals of Stepping Up in Philadelphia.
Duties and Responsibilities:
- Coordinate the implementation of Stepping Up within DBHIDS, supporting the Stepping Up Supervisor, BHJD, and DBHIDS leadership.
- Engage with cross-systems partners, including Philadelphia’s criminal justice agencies, to reduce the number of people with serious mental illness in the jail by applying the four key measures: 1) reduce the number of individuals with serious mental illness admitted to jail, 2) reduce their length of stay, 3) increase their connections to treatment and services, and 4) reduce recidivism.
- Track and report on progress toward the goals of Stepping Up and support ongoing evaluations of programming implementation and impact.
- Prepare comprehensive data reports and presentations, including graphs and tables, to regularly track and report on the four key measures of Stepping Up.
- Coordinate distribution of the Stepping Up data reports and presentations that includes baseline data and methods for tracking progress toward goals of reducing the number of individuals with serious mental illness in Philadelphia jails.
- Present Stepping Up data reports to internal and external stakeholders as needed.
- Coordinate comprehensive process analysis and inventory of services using the Philadelphia Sequential Intercept Model Mapping.
- Support research of evidence-based practices with the forensic population throughout the system to meet the needs of individuals with serious mental illness and reduce the likelihood of their return to jail.
- Support research of best practices and network with other jurisdictions doing similar work.
- Support the development of programs and policies that advance the mission of Stepping Up in Philadelphia.
- Convene meetings of the Stepping Up Data Subcommittee to continue and advance work on:
o Establishing/analyzing and tracking benchmarks and metrics of Stepping Up.
o Applying shared definitions of serious mental illness, co-occurring substance use
disorders and recidivism and examining how this affects measurements of the
population of justice-involved individuals with mental illness.
- Ensure accuracy and reliability of data being shared across systems to identify and track individuals with serious mental illness and/or co-occurring substance use disorders involved in the criminal justice system
Skills Required:
Demonstrated understanding of Philadelphia’s behavioral health system and its interrelation with Philadelphia’s criminal justice system. Demonstrated working understanding of individuals with serious mental illness and co-occurring substance use disorders and the special needs of forensically involved individuals. Strong project management and organizational skills. Demonstrated skills in interpersonal relationships and networking. Ability to conduct and synthesize research and best practices as well as network with other jurisdictions doing similar work. Ability to work cooperatively and communicate effectively with a wide variety of individuals, government entities, and other agencies, representing varying perspectives and interests. Demonstrated skills in analyzing and presenting data trends with infographics. Excellent oral and written communication skills.
Education and Experience:
Bachelor’s degree in Social Sciences, Psychology, Public Policy, Law, or related field. Experience in project management required.
Physical Demands:
Ability to physically perform the duties and to work in the environmental conditions required such as maneuvering in office space, reaching file cabinets, fax and copier machines, when necessary. Must be able to sit for up to two (2) hours looking at a computer monitor and using a keyboard and mouse to perform data entry functions. Able to travel locally via public transportation and on foot from PMHCC, Inc. to 1101 Market Street, 801 Market Street and various other criminal justice and behavioral health partner as needed. Valid driver’s license and use of personal licensed and insured vehicle during work hours to travel from PMHCC, Inc. to various destinations as needed. Ability to effectively utilize computers, databases and related common office software packages such as Microsoft Word, Excel and Access.
