Job Summary: This position is responsible for supporting underserved youth on a path to self-sufficiency by providing outreach to local businesses and industry partners to develop and create supported work-based learning opportunities and coordinate work experiences.

Essential Duties:

1. Outreach to business & community partners to develop work-based training and work-experiences for youth

2. Acts as the Worksite Liaison with worksites and community partners to relay program expectations, support payroll, address concerns, celebrate success, and complete paperwork

3. Payroll coordination and data management

Job Duties:

A. Implement the services outlined to serve participants across the different work experience programs.

B. Ensure participants have completed all program paperwork, enrollments, and are approved to work by Worksystems or the current Employer of Record.

C. Conduct outreach to businesses and community-based organizations to identify potential worksites meeting eligibility criteria for program participation.

D. Provide worksite supervisor training, worksite monitoring, supervisor support and position matching services for all subsidized worksites.

E. Provide worksite and work-based training matching as appropriate for all participants across all work experience programs.

F. Communicate participant status and updates with contract Coaching Agencies.

G. Promptly communicates with Employer of record when key participant employment related issues arise.

H. Drive enrollment and employer participation through promotion of the work experience programs to potential worksites at community events such as job fairs, industry meetings, and networking events. Promote two types of employer participation: Placement fully subsidized by PDXYouth@Work and sponsorship.

I. Develop, vet, and visually inspect each worksite to ensure compliance with BOLI regulations, child labor laws and appropriateness for participant placement- inclusive of conversations with worksite supervisors and their staff to ensure that the work site is a positive environment conducive to professional growth.

J. Review worksite's capacity to ensure there is real work, the equipment, tools and materials needed for the work are provided, and that ongoing adult supervision is present.

K. Train and advise worksite supervisors on their role and assure that they know and comply with program expectations in addition to adult and child labor laws.

L. Proactively communicate and hold regular check-ins with employer worksites.

M. Coordinate worksite placements and act as intermediary between the worksite and the referring contractor.

N. Maintain close communication with contractors to ensure support needs are met and problems resolved that could be barriers to successful program participation and completion.

O. Address worksite issues that are elevated by Coaches or worksite supervisors for resolution.

P. Manage data entry for worksites and worksite data (i-trac)

Q. Coordinate participant timesheet submission as outlined by payroll provider to ensure there is a system in place for on-time payment of wages.

R. Ensure that all hours worked by participants are accurately entered into the designated time management system, verified by the appropriate worksite supervisor, and approved by the participant's assigned career coach on the timeline outlined by payroll provider such that payments are made to participants on time and in the accurate amount.

S. Build relationships with assigned worksites and coaches

T. Collaborate with Work Opportunities Training (WOT) team and other POIC departments to deliver services across program sites.

U. Collaborate with employer partners to develop opportunities for clients of diverse skill levels to obtain work experience.

V. Maintains punctual, regular, and predictable attendance.

W. Works collaboratively in a team environment with a spirit of cooperation.

X. Other duties as assigned.

Experience/Education Requirements:

High School Diploma and one to two years related experience and/or training working with youth, or equivalent combination of education and experience. Proven experience in workforce development and placing clients with multiple barriers in employment. Bachelor's degree preferred. Familiarity with trauma-informed practice and strength-based approaches to working with clients preferred. Experience working with non-profits and within government-funded systems is preferred.
