SCADA SPECIALIST

ILLUSTRATIVE DUTIES
This is technical work responsible for the operation, performance, and maintenance of the County-Wide Supervisory Control and Data Acquisition (SCADA) system that monitors and controls municipal water and wastewater plants, wastewater collection systems (including lift stations), water distribution systems, water booster stations, and reuse storage and re-pump facilities. Under supervision and direction of the SCADA Manager, the SCADA Specialist performs technical tasks related to the repair, installation, programming, testing, calibration, and preventive maintenance of SCADA and related electrical control systems. The SCADA Specialist will also be expected to perform electrical and mechanical tasks to support operation of all facilities. Key responsibilities and duties include but are not limited to the following:
- Troubleshoot and identify control system problems and points of failure.
- Maintain accurate records, documentation, work reports, and red line markups to existing system documentation.
- Install, maintain and upgrade communications hardware components including radios, cellular modems, and Ethernet switches.
- Maintain, replace and repair PLC and control system hardware and logic components.
- Assist in the calibration and repair of analytical instrumentation and equipment. Add alarms to the HMI system for operations.
- Use test equipment and troubleshooting skills to test and run diagnostics to verify connectivity of equipment.
- Assist in maintaining extensive electronic media and documentation on plant PLC programs.
- Clean & maintain control panels, computers, and communications equipment.
- Train other technicians and operations staff in proper operation of SCADA HMI and PLC maintenance & repairs.
- Tune control loops for control of chemical processes.
- Participate in on-call and after-hours schedule for emergency repairs and service.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge and ability to read electrical wiring diagrams and instrumentation loop wiring diagrams. Ability to read and understand construction and electrical blue prints and schematics. Able to read and understand construction drawings and specifications and manufacturer’s instructions and O&M literature. Ability to work from technical sketches and blue prints. Ability to work with SCADA software configuration, security profiles, and databases to make basic adjustments. Ability to understand PLC programming logic, troubleshoot PLC programs, correct errors, and identify and repair component failures. Understanding of ladder logic, function block, and structured text. Understanding and practice of safe work procedures such as the NEC, NFPA 70E, and OSHA requirements.
Ability to see colors, ambulates independently, stand, bend, stoop, sit, and drive from work site to provide plant maintenance inspections and to lift up to 40lbs. Ability to speak in a manner that can be understood and make written notations/prepare reports/perform mathematical tasks. Ability to work independently and with others to inspect, repair, test, and troubleshoot failed and non-functional systems and components and complete preventive maintenance tasks. Ability to communicate clearly, concisely, and effectively, both verbally and in writing. Ability to maintain an effective working relationship with fellow employees and the public. Ability to work with and around various chemicals. Ability to perform tasks that require hand and eye coordination. Ability to use multiband and/or foot controls. Ability to use power and hand tools, measuring instruments, and electrical test equipment.
MINIMUM QUALIFICATIONS
High school diploma with five (5) years related experience or an Associate’s degree from an accredited college or university with a major in Computer Information Systems, Computer Science, Engineering or related field with three (3) years of related experience, or a Bachelor/Master’s degree in Engineering from an ABET accredited university. Related experience includes industrial electrical work, instrumentation and controls related work, experience with radio and communications systems, information technology, and direct experience with automated control systems.
This position requires that the incumbent be available on an on-call basis to ensure all systems are efficiently operating. All candidates must possess a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment within this classification as employee is subject to on-call. A comparable amount of education and experience which provides the required skills, knowledge and abilities may be substituted for the minimum qualifications.

SPECIAL REQUIREMENTS
This position may be required to report for work when a declaration of emergency has been declared in Polk County.
