Residential Appraiser

General Description of Position
Under general supervision the Residential Appraiser is responsible for the assessment of residential real estate for the purpose of ad valorem taxation through the application of standard appraisal techniques including the market and cost approaches. This position requires knowledge of Ad Valorem assessments and an understanding of the procedures and techniques used in the valuation of residential properties to determine fair market value. A deputy in this position performs various data entry functions utilizing data entry software and hardware. Work involves a variety of complex tasks requiring considerable independent judgment in the assembly of data and facts and the use of Geographic Information Systems (GIS) in order to formulate objective, equitable, and defensible estimates of value. Salary commensurate with experience.

Essential Duties and Responsibilities
1. Participates in the collection, analysis and review of residential property to ensure fair and equitable assessments while implementing mass appraisal principles.
2. Field inspect, measure, verify, and draw / sketch improvements to residential property; record construction type, quality, shape, condition, effective and actual age, and other relevant data and notes; classify improvements in accordance with the field operation standards.
3. Review and verify building permits, blueprints, or floor plans of improvements to residential property to ascertain accurate measurements of improvements as needed.
4. Identify improvements, measurements, structural elements, additions, alterations, or demolitions to existing buildings and extra features.
5. Investigate and respond to inquiries from property owners or their legal representatives to explain methods, procedures and policies with respect to the valuation placed on vacant or improved residential real estate parcels.
6. Ensure all data gathered and submitted for data entry purposes meet production, accuracy and uniformity standards necessary to ensure accurate assessment.
7. Advise property / business owners concerning methods and procedures used in determining values, answer questions relative to property values, appraisal techniques, property ownership, Ad Valorem assessments and exemptions.
8. Prepare for and/or defend values before the Value Adjustment Board by correlating detailed statistical data and analyzing comparable sales ratio studies, as they may apply to the specific accounts/parcels in dispute.
9. Ensure proper preparation of data entry documents by reviewing for completeness, legibility and overall workflow.
10. Identify, locate and analyze property information using GIS/Mapping software.
11. Utilize site inspections, digital imagery, tax roll parcel data and property maps to conduct reviews of assigned properties to fulfill statutory requirements.
12. Performs minor safety and operational checks on assigned agency vehicles (i.e. cleanliness, gas level, safety devices, tire pressure check, etc.).
13. May be required to conduct damage assessment in coordination with federal and state emergency management offices during the aftermath of local disasters such as hurricanes or tornadoes. Contingencies such as these may require after-hours or weekend duty to identify damaged property.
14. Performs other duties as assigned and must participate in departmental meetings, cross-training, educational courses, seminars, and job-sharing / job duty organizational efforts as directed.
15. Position requires driving to parcels of residential real estate in Polk County for assessment of ad valorem taxation, offsite training, occasional travel to agency offices and other required work related locations.

Education and/or work Experience
A typical way to obtain the relevant knowledge and abilities would be:

Education: Equivalent of two years of college level classes in a related field -OR-
Experience: Level I – Two or more year’s knowledge of appraisal practices through prior work experience in-house or with another county agency or Property Appraiser’s office.

Level II and III – Four or more year’s knowledge of appraisal practices through prior work experience in-house or with another county agency or Property Appraiser’s office.

NOTE: Each year of education may be substituted by one (1) year of work experience.

Certificates, Licenses, Registrations
Must possess and maintain a valid Florida Driver's License to operate a Polk County vehicle. To operate a personal vehicle for County business, must possess and maintain a valid Florida Driver License and retain the minimum amount of liability insurance coverage a vehicle operator must keep and maintain as required by Florida Statute 324.021 (7) (a)(b)(c).
