Summary:
The Ponca Tribe of Nebraska is a federally recognized Tribe with its ancestral homeland located in Niobrara, NE. The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a 'Service Delivery Area' comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational and cultural services.
The Grants Project Manager - Health will research grant programs/opportunities, write funding proposals, and coordinate/lead post-award programmatic reporting. This position will focus primarily on grants received by Ponca Health Services, a department under the authority of the Ponca Tribe of Nebraska. This position will work closely with Health Services leadership throughout the lifecycle of the grant, from award acceptance to closeout. This position requires an extensive knowledge of and experience in federal pre and post-award grants administration. This position will receive training to assist with developmental needs of other Tribal (non-Health) programs as needed.
Essential Responsibilities and Duties:
Research grant programs and funding opportunities, and coordinate proposal development with Health Services Chief Compliance Officer and other Health leadership.- Write and submit grant applications as required by funding agencies and identified by Health Services leadership.
- Ability to work in small groups and across multiple departments with shifting priorities.
- Complete post-award budget entry process (i.e., completion of line item forms, entering budgets in grants management systems).
- Schedule and lead post-award grant kickoff and check-in meetings with relevant program staff.
- Ensure entry of performance goals and programmatic and financial reporting deadlines in grants management systems; collect and upload required documentation into grants management systems.
- Monitor and record progress in meeting grant objectives and adherence to timelines.
- Report deviations from budget or project scope or objective, and request prior approval from awarding agencies for budget and program plan revisions, in collaboration with relevant program staff.
- For multi-year grants, prepare and submit non-compete continuation applications as required by the awarding agency.
- In coordination with Health Services' Business Office, monitor and document program income generated by grant-funded Health providers.
- Prepare for and participate in Health Services' awarding agency site visits and programmatic audits.
- Submit all Health Services' grant reports (programmatic only) as required by the terms
and conditions of the awarding agency.
- Respond to requests from Ponca Health Services' Chief Compliance Officer and
other Health leadership on grant performance.

This position does not have any supervisory authority.

Qualifications:
Minimum:
- Bachelor's degree in grants management, business administration, public administration, accounting, budgeting or a related field.
- At least three years of experience managing grants.
- At least three years of experience writing competitive funding proposals.
- Strong knowledge of Federal Assistance Regulations: OMB Circulars, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
- Advanced experience with grant database management platforms
- Experience providing administrative support to complex systems as well as overall system implementation management.
- Computer proficiency in Microsoft Word, Excel, PowerPoint and Access programs.
- Excellent written and oral communication skills.
- Valid driver's license and be insurable.
- Successfully pass drug and alcohol testing, motor vehicle, education, character, and criminal background checks.
Preferred:
- Master's degree in grants management, business administration, public administration, accounting, budgeting or a related field.
- Grant Writing Certification or Certificate.
- Project Management Certificate.
- Five or more years managing grants.
- Experience managing grants in a healthcare, state/local/federal/tribal government setting.
- Education finance and/or law.
- Knowledge and understanding of Public Law 93-638: Indian Self-Determination Act, Tribal organizations and funding opportunities.
Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe. However, all qualified individuals are eligible.
