The Organization

The Port of Olympia is governed by an elected Commission, which sets policies and strategic direction for the organization. The Commission appoints the Port’s Executive Director, who is responsible for the ongoing management of the Port’s staff, operations, budget, enterprises, and facilities. The Position
Reporting to the Director of Finance, the Controller assists with the development and implementation of financial strategies for the Port, including budgeting and capital planning, debt management, asset liability management, and cash management. This position supports business units with financial analysis and analytical tools, such as pro forma analysis, life cycle costing, and financial modeling.
The Controller is responsible for all accounts receivable, accounts payable, payroll, financial statements, budgets, cash forecasts, and file maintenance for applicable entities. The position assists in performing professional accounting, financial analysis, and annual budgeting in accordance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards (GASB), and Washington State BARS manual requirements for state and local governments.
This incumbent in this position is results oriented and is a hands-on professional with the ability to deal effectively and interact well with customers, subcontractors/vendors, and employees.
The Controller also acts as the Port Auditor who certifies that services have been provided or the material delivered for which the Commission is approving payment. RCW 42.24.080. The Port Auditor is also responsible for approving the vouchers for payments and reimbursements of promotional hosting expenditures. RCW 53.36.140. The Port Auditor is also responsible for various duties per RCW 53.36 and RCW 53.08.170.
Examples of Duties
- All aspects of the financial reporting system, ensuring accurate financial and management reports are provided to the business team and commissioners.
- Preparation of the Port’s operating and capital budgets, including updating the five-year financial plan.
- Work closely with the Finance Director in analysis and review of the annual adopted budget, long-range forecasting, and quarterly financial reporting.
- File, in a timely and accurate manner, all of the Port’s annual financial reports with the State Auditor and other regulatory bodies.
- Perform and/or oversee internal audit functions at the port and participate in the annual audit process. Ensure staff work co-operatively with the State Auditor to ensure the audit is completed in a timely manner.
- Work with the Finance Director to contribute to the development of the Annual Financial Report to include the creation of year-end accruals, adjusting and closing entries, and development of disclosure notes and other required supplementary information.
- Assist Finance Director with internal control procedures, internal & external accounting customer service activities, and other accounting processes.
- Prepare financial analysis on projects as requested by the Finance Director and Senior Managers.
- Project and analyze revenue and expenditure activity and relate projections on different accounting periods and basis of accounting for budget and special project activity.
- Provide assistance as needed in managing the Port fixed assets, small and attractive assets and capital project databases, preparing such reports as are required. Assist in physical verification of assets in accordance with policies.
- Provide assistance in compiling, preparing, posting monthly recurring journal entries, month end closing procedures and preparation of monthly/quarterly financial reports.
- Analyze and reconcile various general ledger accounts and determine if they are properly recorded and prepare and maintain the appropriate sub-ledgers for interim and year-end financial reporting on accrual basis and in accordance with BARS requirements.
- Supervises departmental staff, including developing and monitoring individual staff work plans.
- Oversight of the Accounts Payable processes, including: Audit of the PO process, Audit, invoice entry to the A/P system, Processing of supplier payments, Administering automatic payments, and Reconciliation of supplier statements.
- Oversight of the Billing/Accounts Receivable processes, including: Production of monthly recurring billing, Audit work order billing, Application of customer payments, and Collections.
- Oversight of the Payroll Process: Audit of time entry, Audit of direct deposit payments, and Confirm tax filings.
Minimum Qualification (Experience / Education)
- A bachelor’s degree in accounting, finance, or business administration.
- An advanced degree in business or public administration, such as an MBA or MPA, is preferred.
- CPA or equivalent is strongly preferred.
- Minimum of 8-10 years of experience in accounting or financial management.
- Extensive Excel knowledge and experience.
- Experience with Solomon Accounting Software and MS Management Reporter.
- Excellent communication skills, both oral and written, to boards, commissions, and the general public is required.
Required Knowledge / Skills / Abilities
Accounting, computer systems, training, team building, facilitation, financial analysis, leadership, and management are a must.

Compensation and Benefits
$108,660 - $162,989
