Position Summary:
The IT Project Manager will support the Naval Surface Warfare Center Carderock Division with Assessment and Authorization (A&A) Support Services in West Bethesda.
The mission of Naval Surface Warfare Center Carderock Division (NSWCCD) is to provide research, development, test and evaluation, analysis, acquisition support, in-service engineering, logistics, and integration of surface and undersea vehicles and associated systems, as well as, to develop and apply science and technology associated with naval architecture and marine engineering, and provide support to the maritime industry.
NSWCCD Information Technology Division is responsible for ensuring Cybersecurity compliance for all Information Systems which involves following all Risk Management Framework (RMF) for the DoD Information Technology (IT).
Education, Certification & Experience Requirements
Education Required:
* Shall possess a Bachelor's or higher degree from an accredited college/university.
* Shall possess an Information Assurance manager (IAM) III 8570.01-M baseline certification. This position is part of the Cyber Security Workforce (CWF), at the Master Proficiency Level, in Category 80, Specialty Area 802 of the Department of the Navy (DoN) Cybersecurity Workforce Qualification Matrix of the Department of Defense (DoD) Policy 8570.01
Required Certification (only one required):
* Certified Information Security Manager (CISM) Certificate
* Certified Information Systems Security Professional (CISSP) Certificate
* GIAC Security Leadership Certificate (GSLC)
* Certified Chief Information Security Officer (CCISO) Certificate
Knowledge, Skills & Abilities
Required:
* Shall possess a minimum of 15 years of IT management experience.
* Shall possess a minimum of 10 years of Navy A&A experience creating and maintaining Navy RMF packages within Enterprise Mission Assurance Support Service (eMASS).
* Shall have experience in leading and achieving 20 or more full Navy Risk Management Framework (RMF) Authority to Operate (ATO) within the past four years from the date of solicitation release.
* Shall possess a minimum of five years of experience performing Information Systems Security Engineer (ISSE) functions to include creating and updating documentation as required to achieve a RMF ATO.
* Shall possess a minimum of five years of experience utilizing eMASS and Assured Compliance Assessment Solution (ACAS) including but not limited to security scan execution for updated periodic security patch requirements.
* Shall possess a favorably adjudicated PSI at a Tier 5 (T5) level.
Working Conditions/Working Environment/Physical Demands
* Basic office work environment at government facility location
* Hours of operation are M-F between 0600-1800.
* Occasionally, project requirements may require temporary adjustment of work hours/days
* Duties are subject to change based on the needs of the customer
