Systems Training Analyst (Level I/II/III/IV)

Position Summary:
Potawatomi Training, LLC is seeking a qualified candidate to serve as a Systems Training Analyst at one of four levels, to assist in the research, planning, evaluation, integration, and configuration of organizational systems, strategies and processes for the Medical Center of Excellence (MEDCoE) at Fort Sam Houston, Texas.
Essential Duties & Responsibilities:
- Information Technology - Provide information technology and data management systems support. The contractor shall provide IT support throughout the System Development life cycle phases that serve both the operational and informational decision-making needs of customer which includes but is not limited to:
- System Analysis and Planning
- System Integration
- Software Requirement Analysis
- Software and Database Design Prototyping Capability with government-approved tools/applications
- System Development, Integration, and Unit Testing
- System Implementation, Testing, and Acceptance
- System Documentation
- Software Maintenance
- Software Configuration Management and Quality Assurance
- Application Security
- Software Programming
- Training - Perform a variety of projects or tasks, which are broad in nature and are concerned with the planning, analysis and implementation, including personnel, hardware, software and support facilities and/or equipment. Plan and perform project/task related research, development, and other assignments in conformance with task performance specifications and requirements.
- Specialized Analysis - Perform research and analysis in one or more specialized areas, spanning the domains of doctrine, organization, training, material, leadership, personnel and facilities (DOTMLPF)
Experience/Education/Common Task Requirements:
Specific Experience/Skills:
- For Information Technology - Possess current IT certifications, to include Security , MTCS Windows 7 or higher. CCNA a plus.
- Possess in-depth knowledge of a particular area, such as human resources, training strategies, medical systems, computer science, engineering, mathematics, applicable federal policies, regulations and standards, or the various sciences.
- Experience with Medical programs, training, doctrine, or policy is a plus.
General Experience/Education levels:
- Level I: Up to three (3) years’ experience and a BA/BS degree or certification. Experience at this level demonstrating responsibility in assisting more senior positions and/or performing functional duties under the oversight of more senior positions.
- Level II: Four (4) to ten (10) years’ experience and a BA/BS or MA/MS degree or certification. Experience at this level reflects performing all functional duties independently.
- Level III: Over ten (10) years’ experience and/or a MA/MS degree or certification. Experience at this level includes work on high-visibility or mission critical aspects of a given program and performs all functional duties independently. May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific project/task.
- Level IV: A Subject Matter Expert (SME) with qualifications and/or particular expertise that are exceptional and/or highly unique. SMEs do not have specific experience/education qualifications but are leaders for a given area of expertise. SMEs typically initiate, supervise, and/or develop requirements from a project’s inception to conclusion for complex to extremely complex programs. Provides strategic advice, technical guidance and expertise to program and project staff; provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for mission critical challenges/issues; consults with client to define need or problem; supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions.
Common Task Requirements:
- Prepare reports, memos, letters, forms, briefings, emails, and other documents using Microsoft Office, Word, Excel, and PowerPoint software.
- Make changes to Word documents, modify Excel spreadsheets, and PowerPoint presentations to enhance their effectiveness or to repair/correct minor errors.
- Accomplish any training necessary to execute tasks
- Provide customer service as needed and respond to information requests
- Operate office equipment such as fax machines, copiers, phone systems and use computers for spreadsheets, word processing, database management, electronic mail, and other applications.

- Successful candidate will be subject to Government security investigation and must meet eligibility requirements for access to classified information.
