The Department of Housing and Community Development is seeking qualified applicants to fill a Community Developer III, Assistant Property Manager position, grade A-24 within its Housing Assistance Division.
This is a senior level professional positon, whereby the incumbent monitors and manages on-site County owned/leased property, and conducts a wide range of activities to ensure compliance with local, State and Federal regulations in support of the Department’s mission to provide decent, safe and sanitary housing to County residents. These areas of responsibility include but are not limited to property management, administrative duties, inspections, secure systems, Yardi processing and resident services.
The incumbent is responsible for complying with specific reporting standards established by the Housing and Urban Development (HUD) under the Public Housing Assessment System (“PHAS”), the Real Estate Assessment Center (REAC), and any similar programs. This position requires independent judgment and the ability to carry out complex assignments with a minimum of direction and guidance. The incumbent is supervised and evaluated by a Manager in terms of production, timeliness, and the successful completion of assignments.
- Provide day-to-day site management of County owned/leased properties;
- Monitor/ensure the Public Housing Authority (PHA) wide work order requests are completed on a daily basis;
- Provide open, pending, or closed status reports monthly;
- Track vacant units availability/turnarounds;
- Apply Yardi computerized software to track tenant income, rent, perform eligibility calculations, and transmit HUD forms;
- Conduct Quality Assurance inspections, audits and process improvement activities to increase customer satisfaction and to improve processes;
- Assist site managers in the preparation of REAC inspections;
- Ensure all work order repairs are completed in a timely manner;
- Conduct random annual inspections of units at each site annually;
- Prepare/update Public Housing Policies and Operating Procedures;
- Develop correspondence/letters that include but not limited to: rental application, apartment care and maintenance, lease violations, evictions, and resident relations;
- Review and maintain confidential information and document all occupancy and lease violations in accordance with HUD and Departmental regulations;
- Collect data to prepare utilization, accident/incident, vacancy, damage claim, and move-in/move-out reports in accordance with HUD and Departmental requirements;
- Meet with residents and serve as liaison to discuss issues and complaints;
- Attend resident meetings and compile reports;
- Make appropriate referrals to the Resident Services Director through the Regional Property Manager; and,
- Perform other tasks and duties assigned, which may not be specifically listed in the position description; however, are within the general occupational category and responsibility level typically associated with the class of work.
Bachelor's degree from an accredited college or university in Business/Public Administration, Social Work, Sociology, Psychology, or other closely related fields; plus two (2) years of experience involving property management, processing tenants' eligibility, tracking tenants' income and rent, performing unit inspections, audits, and processing lease violations/evictions. An equivalent combination of relevant education and experience will be considered. PREFERRED QUALIFICATIONS
Bachelor's degree in Public Administration, Finance, Real Estate Development, Economics; plus two (2) years of experience developing and maintaining contractual agreements; managing Federal and State grants; collecting and consolidating reports for submission to Housing and Urban Development (HUD); plus one (1) year of lead level property management experience for multi-family housing.
CONDITION OF EMPLOYMENT: Upon selection the candidate must:
