PCSI is looking for a Contract Administrator at Naval Medical Center Portsmouth! The Contract Administrator oversees the financial activity of the contract and completes cost and pricing analyses. The Contract Administrator also works with the Project Manager on supporting documentation and contract negotiations with government representatives. This position will report to the Assistant Project Manager and is based at Naval Medical Center Portsmouth in Portsmouth, VA. This is a salaried position that works during office hours, typically Monday-Friday.

What You'll Do as Contract Administrator

  • Directs the accomplishment of maintaining, coordinating, and reviewing contract and subcontract requirements. Supports the Project Manager in analysis of contract performance.
  • Coordinates with government representatives and creates appropriate supporting documentation to facilitate contract modifications.
  • Calculates cost and pricing data for wage changes, contract modifications, subcontracts, and contract requests for proposals (RFPs).
  • Assists the Project Manager in contract negotiations and provides necessary supporting documentation.
  • Prepares subcontract bid/purchase/performance packages and administers changes and modifications.
  • Coordinates meetings to provide clarification of work statements, specifications, and requirements.
  • Ensures that all subcontracts are complete, accurate, and in compliance with all applicable laws and regulations.
  • Responsible for contractual adherence, pricing data, and all other contractual matters as they pertain to subcontractors.
  • Complete subcontracts and modifications.
  • Manage, supervise, and train Cost Accountant.
  • Work closely with Corporate Comptroller and Cost and Pricing Departments.

What You'll Need to Be Successful

  • High school diploma or GED with some college level courses in math, accounting, or business statistics, and/or 2 years of experience on Government service contracts.
  • Basic knowledge of FAR / DFARS.
  • Requires knowledge of PC functions and Microsoft Office Suite.
  • Experience in negotiating.
  • Experience in cost and pricing analysis.

Knowledge, Skills and Abilities

  • Basic understanding of accounting principles and practices.
  • Extensive knowledge of contract administration through hands-on experience.
  • Extensive knowledge and skill level of Microsoft Excel and/or compatible spreadsheet programs.
  • Extensive knowledge and skill level of Microsoft Word and/or compatible word processing programs.
  • Extensive knowledge and experience compiling data and preparing cost proposals.
  • Possess Strong mathematical skills.
  • Complete and through knowledge of the Consolidated Services FFP contract and Statement of Work.

Other Requirements

  • Ability to pass criminal, drug, and driving screening.
  • Possess valid driver’s license and maintain good driving record.
  • Ability to work any time or day of the week, including weekends and holidays.
  • If requires, ability to obtain and maintain security clearance and base access to assigned site(s).
