Job Purpose:
The Senior Vice President, Product and Program Management role at Progress Rail reports to the Executive Vice President, Locomotive, and has overall responsibility for the product management, proposal and inquiry, and program management for the Locomotive Division. This position requires deep understanding of railroad customer requirements, and of the overall competitive elements, value proposition, and locomotive product programs for the Locomotive Division. This position will be responsible for setting global strategic direction for locomotive product offerings, as well as establishing product strategy, managing product offerings, formulating competitive and creative commercial proposals, setting price and profit margin targets of product offerings, and managing project execution.

This position will lead the product management, proposal and inquiry, and program management teams for Progress Rail's Locomotive Division.
b>Product Management:
The product management function is responsible for:
- Creating and managing the product roadmaps for the company that allows the business to coordinate the research and development, engineering and production, and commercial activities.
- Managing the product lifecycle, including product definition and marketing specification guild, value proposition and competitive analysis, technology assessment, life cycle cost analysis, cost target and margin entitlement, marketing strategy, creation of budgets and timelines, and analyzing support sales team in customer engagement events.
b>Proposal & Inquiry
The proposal and inquiry team is responsible for deal strategy, technical proposals, internal deal processes, and inquiry to order. This includes facilitating and coordinating the market opportunities, gate reviews, and managing the proposal approval summary (PAS) process that meet commercial deal timelines, through proposal development, regular status updates through sales order release process and contract issue resolution to signing.
b>Program Management
The program management function is responsible for overseeing the development of programs that support the business’ main objectives in executing projects and/or requisitions on time, under budget, and with high quality, beginning with choosing strategies and objectives, and coordinating cross-project objectives, through reporting to the leadership of the company on project and financial status, schedule, risks and opportunities.

- Thorough knowledge of locomotive products and product applications, and government and legal issues affecting market access and global markets;
- Minimum of 13 to 15 years of progressively responsible job-related experience;
- Well developed human relations skills are required to develop a cooperative work relationship with others inside and outside the department;
- Demonstrated strong technical aptitude; creativity, sense of technical balance, general understanding of how locomotive technologies work;
- Demonstrated negotiation and facilitation skills;
- Ability to travel as required.
Essential and Physical Activities Functions
- Strength – Position typically involves work in an office environment with occasional visits to an industrial environment. Occasionally climbing onto and off of locomotives. Frequent sitting. Occasional standing and walking. Occasional light to medium-level lifting (up to 30 pounds);
- Motion – Position regularly requires standard motions associated with working in an office environment;
- Vision/Hearing Requirements – Frequent verbal communications, including both talking and hearing;
- Work Environment – Position is typically located in an office environment with occasional visits to an industrial environment which may include a non-temperature-controlled environment, as well as exposure to noise (85 decibels), occasional exposure to temperature changes, heavy machinery and other hazardous working conditions requiring the use of PPE;
- Emotional Demands – Very high level of responsibility. Must be able to coordinate diverse aspects of a project. Requires significant interpersonal skills while sustaining very high standards;
- Safety – Position is safety sensitive, as it may require working in and around live tracks. Position requires strict adherence to safety policies (i.e., blue flag) and use of all PPE.
