Work as part of a collaborative, multi discipline team in support of U.S. Government and provide technical subject


matter expertise in the field of network engineering and mobility engineering.


 Develops future technology and architectural advancements to support mobility architectural strategy,


technology migration, integration and evolution.


 Applies knowledge of enterprise IT needs to design improved processes, generate valid requirements, and


ensures these are consistent with the Agency CIO enterprise technical architecture (ETA)


 Demonstrated ability to apply the engineering design process to discover innovative methods to solve


technical problems and meet mobility requirements.


 Incorporates engineering strategies for introducing new mobility technology into the Sponsor


infrastructure.


 Strong background designing and implementing Local and Wide Area Networks (LAN/WAN)


 Advanced knowledge of TCP/IP Networking


 Experience with VPN technologies and protocols including IPSEC and SSL


 Experience configuring and trouble-shooting LAN Switches, Routers, and Firewalls and VPN


concentrators.


 Ability to convey technical designs, ideas and results to non-technical audiences and provide briefings to


high-level government personnel.


 Experience in authoring documents (reports, briefings, etc,) to support customer missions.


 Provides support in the translation of business requirements into telecommunications (e.g. LAN, CAN,


WAN, Voice and Video) requirements, design and orders.


 Communicates with staff or clients to understand specific systems requirements


 Defines and analyzes objectives, scope, issues, or organizational impact of information systems


 Develops system engineering, software engineering, systems integration, or distributed system


architectures.


 Documents design specifications, installation instructions, and other system-related information.


 Establishes functional or system standards to ensure operational requirements, quality requirements and


design constraints are addressed.


 Evaluates current or emerging technologies to consider factors such as cost, portability, compatibility, or


usability.


 Identifies system component suitability for specified purposes and make recommendations regarding


component use.


 Monitors system operation to detect potential problems


 Performs Security Analysis of developed or packaged software components


 Communicates project information through presentations, technical reports or white papers


 Provides advice on project costs, design concepts, or design changes


 Trains system users in system operation or maintenance


 Verifies stability interoperability, portability security or scalability of system architecture


 Researches, tests, and/or verifies proper functioning of software patches and fixes


 Leads/participates as a member of a team to assess and recommend a migration strategy to new


technologies.



 Develops plans for Information Technology (IT) systems from project inception to conclusion.


 Develops, in conjunction with functional users, system alternative solutions.


 Develops required specifications for simple to complex systems.


 Designs architecture to include the software, hardware, and communications to support the total


requirements as well as provide for present and future cross-functional requirements and interfaces.


E. Position Requirements / Qualifications / Skills


Required Skills


 Experience with Android, IOS and other mobility platforms.


 Must have knowledge of Cisco Routing and Switching, and network architecture planning.


 Must have knowledge of remote administration and secure Virtual Private Networking.


 Must understand commercial encryption standards and their application in IP networking.


 Must have knowledge of VPN technologies, OSPF, EIGRP, BGP, IP Multicasting


 Must have strong written and oral communication skills.


 Must have knowledge of Wireless Fidelity (WiFi) IEEE standards: 802.11 a/b/g/n and how to apply them


to an enterprise network architecture.


 7-10 years of relevant experience designing communications systems.


 Excellent oral and written communication skills


 Excellent analysis and critical thinking skills


 Ability to work independently as well as within small and large groups


 Capable of preparing and presenting briefings


 Experience with Microsoft Office product line, including Microsoft Access; experience with Lotus Notes


 Prior experience working with multiple government organizations


 Highly mission-focused/oriented

 Certifications such as CCNP, CCNA, CCIE, MCSE
