While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role in Washington, DC (Headquarters) is $151,700 - $237,700. Team members may also be eligible for performance-based discretionary awards. Hybrid work option – Staff will be assigned to the Washington, DC (Headquarters) office. Staff can choose to live and work from anywhere within the United States but will be required to commute to their assigned office or location for occasional intentional gatherings or meetings at the frequency required by their supervisor. Travel to an assigned office or location for commuting purposes will not be considered reimbursable business travel, unless otherwise required by state law. Business travel is reimbursable in an amount not exceeding the cost to travel from the assigned office or location, unless otherwise required by state law. The Assistant Director, HR Technology will report to the Deputy Director, HR Delivery and will plan, lead, direct, develop, and coordinate the HRIS policies and activities in conjunction with technology implementation. The Assistant Director will analyze current business needs and requirements and subsequently develop and implement HRIS processes, programs, and solutions to meet these needs. This role will also be responsible for providing strategic leadership, developing innovative and forward-thinking HR technology programs, leading and implementing change initiatives, managing third-party vendor solutions, and helping to lead the transformation of the organization. Responsibilities Develop, recommend, and execute the strategic business plans for HR Technology and manage and supervise the day-to-day execution of projects to ensure the HR Technology staff and resources are being used efficiently and effectively. Strategically manage and improve HR technology and systems by continually identifying opportunities to implement new functionality and business processes, improve effectiveness and efficiency, and drive leadership and staff engagement. Manage and lead the HR Technology function in planning, developing, and implementing HR Technology solutions. This includes evaluating HR technology functionality against organizational needs and creating a roadmap for enabling technology effectiveness for processes, including automation and systematically supporting a comprehensive range of HR disciplines (i.e., Benefits, Compensation, Employee Relations and Compliance, Recruitment, Talent Acquisition, Talent Management, Learning and Development, Performance Management and Workforce Planning). Lead the Human Capital Management data management activities including developing, managing, and supporting self-service and manager self-service functionality and leading integration from an HR Technology perspective. Oversee and follow through on all initiatives/projects involving HR Technology solution needs. Manage business case creation and approval process for key HR Technology initiatives, including ensuring the program benefits are articulated and agreed upon with business sponsor and program deliverables are capable of achieving the benefits defined in the business case. Develop and implement communication and change management strategies. Conduct benchmarking for organization policies and procedures and recommend process, policy, and procedure improvements. Partner with key stakeholders to recommend and implement continuous process improvements by leveraging technology, enhancing business process design, training, or influencing policy/ business practice changes to improve data quality and improve user experiences. Establish Program Governance and Controls structures to enable effective escalation and decision-making processes for projects within the HRIS portfolio to potentially include multi-divisional stakeholder engagement, Chair Office coordination, and Board presentations as needed. Collaborate with our Office of Data, Security, and Technology (ODST) partners to build any new HR Technology related projects/enhancements, provide technical support, and ensure proper controls for and adherence to all system security/change management protocols. Manage third-party vendor relationships, execute ongoing business process reviews, and identify and solve any service delivery issues. Develop and maintain dashboards, data standards, and controls to ensure data integrity and compliance in HR Technology applications. Ensure the data integrity of HR systems and support future growth of data for analytical insights. Provide timely, accurate and transparent updates on project plans, strategic roadmaps, and risks/recommendations to senior leadership and stakeholders. Perform the full range of supervisory duties, including evaluating employee performance; make recommendations for appointment and promotion; hear and resolve complaints; identify development and training needs of employees; other related supervisory tasks. Stay up to date on the latest technologies and trends in the HR Technology space and apply this knowledge to drive innovation and improve performance, user experience, and business value. Other duties as assigned. Qualifications Education/Technical Expertise Bachelor's degree from an accredited university in business, technology, or closely related field. Minimum of 10 years experience in Human Resources information technology systems or business information technology system implementation, including leading process improvements across a multi-faceted organization, implementing technology solutions/workflows, managing/supervising staff, and leading cross-functional teams. Extensive experience with managing the implementation of enterprise software applications and partnering with an IT Organization to ensure effective security and management controls are implemented. In depth understanding of business functions/end-to end processes, strategic integration, continuous process improvement, and project management. Proven success providing solutions to complex business and technology initiatives. Have a data driven mindset to assess organizational metrics and provide insights including impactful and informative dashboards. Exceptional relationship and stakeholder management skills; proficient in partnering with diverse stakeholders to identify evolving requirements. Proficient in delivering tangible results that improve productivity and employee experience. Must be able to handle employee-sensitive and business information with the utmost confidentiality. Strong attention to detail and excellent analytical, problem-solving, and critical thinking skills; ability to apply these to process improvement, short-term and long-term planning, and business judgment. Strong written communication, presentation, and facilitation skills. Ability to communicate complex technical information to non-technical stakeholders. Must be able to work effectively under pressure, manage multiple priorities, deal with ambiguity, and meet deadlines. Proficiency in using MS Office products, Software as a Service (SaaS), or cloud-based applications. Demonstrated ability to organize own work and set priorities with minimal supervision. General understanding of data retention, protection, and IT general controls for maintaining platform integrity in partnership with ODST. Preferred Qualifications Experience using Workday.
